<p class="wp-block-paragraph">Public Service Cabinet Secretary (CS) Justin Muturi says he has asked to be excused from Cabinet meetings until the topics of extrajudicial murders and police kidnappings were discussed.</p>



<p class="wp-block-paragraph">Over the last three months, Muturi has missed three Cabinet meetings: January 21, February 11, and March 11, 2025. This has led to speculation that he and President William Ruto may not get along.</p>



<p class="wp-block-paragraph">Muturi clarified on Wednesday&#8217;s appearance on <em>Citizen TV&#8217;s JKLive Show</em> that although he is required to attend Cabinet meetings, he had asked President William Ruto for permission to be excused from them because of his position on the extrajudicial killings and police abductions that gained widespread attention after the anti-government protests in June 2024.</p>



<p class="wp-block-paragraph">“It is mandatory to attend meetings unless given authority or excused by the chair of the Cabinet, who is the president but people do get indisposed for all manner of reasons. In my case, I have written and sought to be excused from Cabinet meetings unless the agenda of abductions and extrajudicial killings is formally tabled before Cabinet, through a Cabinet memorandum, so that the Cabinet is able to express itself and give the country the way forward with regards to abductions and extrajudicial killings. So, I sought to be excused for these reasons,&#8221; Muturi said.</p>



<p class="wp-block-paragraph">The former Attorney General dismissed accusations of insubordination over recent comments he made that appeared to paint the current regime in an unfavorable light, expressing confidence in his role in the Cabinet.</p>



<p class="wp-block-paragraph">Muturi claims that his action in denouncing the President and the government for the kidnappings and murders of Gen Z demonstrators late last year was in line with his sworn duty as a public servant and that he ought to be commended for it.</p>

<p class="wp-block-paragraph">The head of state &nbsp;chaired the first Cabinet meeting this year in January.</p>

<p class="wp-block-paragraph">During the first meeting, the cabinet approved the establishment of a Counter-Improvised Explosive Device Centre (C-IED Centre) at Embakasi Garrison in Nairobi.</p>



<p class="wp-block-paragraph">In March, Prrsident Kenyatta chaired another cabinet meeting with his Deputy William Samoei Ruto in attendance.</p>



<p class="wp-block-paragraph">However, the State House later deleted the photos taken during the Cabinet meeting and uploaded to State House’s social media platforms.</p>



<p class="wp-block-paragraph">Ruto was seated on the right-hand side&nbsp;at the meeting that was chaired by President Uhuru Kenyatta.</p>



<p class="wp-block-paragraph">The today’s meeting comes at the time DP Ruto had planned to travel to Kisii for a political event.</p>



<p class="wp-block-paragraph">With State House insisting that the meeting was a full cabinet meeting, DP Ruto might have been forced to cancel his trip to Kisii to attend the meeting.</p>



<p class="wp-block-paragraph">Earlier this morning, there were running battles in Kisii Town as residents protested presence of crowds mobilized from Bomet to welcome DP Ruto to Kisii town.</p>



<p class="wp-block-paragraph">Police had a rough time keeping two warring groups apart. Local MP Silyvanus Osoro accused Kisii Governor James Ongwae for emptying truckloads of sewage at Gusii Stadium which woke up to a flooded and stinking grounds after unknown people poured waste on the grounds where DP Ruto was scheduled to hold an event.</p>

<p class="wp-block-paragraph">Powerful Cabinet Secretary Dr Fred Matiang&#8217;i has been officially delegated the role of chairing weekly Cabinet meetings by President Uhuru Kenyatta.</p>



<p class="wp-block-paragraph">Most government business is now transacted through Cabinet subcommittees which meet regularly and report to Matiang&#8217;i.</p>



<p class="wp-block-paragraph">In January this year, Uhuru appointed Matiang’i as chairman of the National Development Implementation and Communication Cabinet Committee.</p>



<p class="wp-block-paragraph">Part of the committee mandate is to provide supervisory leadership throughout the delivery cycle of all national government programmes and projects.</p>



<p class="wp-block-paragraph">However, Article 153 of the Constitution makes Cabinet Secretaries accountable to the president.</p>



<p class="wp-block-paragraph">“Cabinet secretaries are accountable individually, and collectively, to the president for the exercise of their power and the performance of their functions,” Article 153 (2) states.</p>



<p class="wp-block-paragraph">There has been speculation that the Cabinet could be split because of the differences between the head of state and his Deputy Dr William Ruto. </p>



<p class="wp-block-paragraph">Ruto&#8217;s allies have also gone on the offensive, demanding a purge on CSs believed to be anti-Ruto.</p>



<p class="wp-block-paragraph">However, the President has remained silent as there are fears that the infighting could hamper or stall service delivery.</p>
