<p class="wp-block-paragraph">In a shocking turn of events, Dr. Evanson Kamuri, the Chief Executive Officer of Kenyatta National Hospital (KNH), has been sacked under what sources claim is a calculated move by cartels within the Ministry of Health to facilitate the irregular supply of hospital equipment. </p>



<p class="wp-block-paragraph">The sudden dismissal of Dr. Kamuri, who was set to proceed on terminal leave in October 2025 upon reaching retirement age, has raised eyebrows and sparked allegations of a cover-up to push through a controversial procurement deal.</p>



<p class="wp-block-paragraph">According to reliable sources, the primary motive behind Dr. Kamuri’s abrupt exit is to clear the way for a scheme to supply medical equipment to KNH through a Fixed Fee Contract (FFC). </p>



<p class="wp-block-paragraph">The deal, reportedly worth hundreds of millions of shillings, is said to be orchestrated by powerful cartels within the Ministry of Health. Insiders allege that the rush to remove Dr. Kamuri is directly linked to this plan, as his presence could have posed a challenge to the irregular procurement process.</p>



<p class="wp-block-paragraph">At the center of the controversy is a Shs 400 million oxygen plant, which sources confirm was procured by the Ministry of Health, not KNH. </p>



<p class="wp-block-paragraph">Dr. Kamuri and the hospital’s management were reportedly not involved in the procurement process, raising questions about why the CEO is being targeted. </p>



<p class="wp-block-paragraph">“The oxygen plant was a Ministry initiative, not a KNH project. Dr. Kamuri had no role in its procurement, yet he is being scapegoated,” a senior hospital official said on condition of anonymity.</p>



<p class="wp-block-paragraph">Dr. Kamuri, a respected figure in Kenya’s healthcare sector, was due to retire and had been scheduled to begin his terminal leave in October 2025. </p>



<p class="wp-block-paragraph">However, his sudden sacking has fueled speculation that the move was orchestrated to prevent him from scrutinizing or potentially exposing the alleged irregularities in the equipment supply scheme. </p>



<p class="wp-block-paragraph">“This is a cover-up,” a source close to the matter stated. </p>



<p class="wp-block-paragraph">“The cartels want to fast-track the process before new leadership at KNH can question the deal.”</p>



<p class="wp-block-paragraph">The use of a Fixed Fee Contract for the equipment supply has also raised red flags. Critics argue that such contracts are often exploited to bypass competitive bidding processes, allowing connected individuals to secure lucrative deals at inflated costs. </p>



<p class="wp-block-paragraph">The alleged scheme is said to involve well-connected players within the Ministry of Health who stand to benefit financially from the irregular procurement.</p>



<p class="wp-block-paragraph">As the controversy unfolds, the Ministry of Health has remained tight-lipped, with no official statement addressing the allegations. </p>

<p class="wp-block-paragraph">Health Cabinet Secretary (CS) Aden Duale has made six pledges after officially taking over the health docket from Deborah Mulongo Barasa, who has taken up the environment docket.</p>



<p class="wp-block-paragraph">Speaking on Tuesday, April 1, 2025, during the official handover, Duale pledged to ensure that the Social Health Authority (SHA) settles hospital claims by the 14th day of every month to ensure efficiency.</p>



<h2 class="wp-block-heading">Duale on ICU &amp; HDU bed rebate under SHA</h2>



<p class="wp-block-paragraph">Duale also said that effective April 1, 2025, the ICU &amp; HDU bed rebate has been enhanced to Kshs. 28,000 per day, while the oncology package for cancer patients has been enhanced to Kshs. 550,000 per person.</p>



<p class="wp-block-paragraph">&#8220;Moving forward, SHA will settle hospital claims by the 14th of every month, ensuring financial stability for healthcare providers. ICU and HDU rebates have been increased to Ksh 28,000 per day, while cancer patients will now access an enhanced oncology package of up to Ksh 550,000 annually,&#8221; a statement shared by Duale via his official social media accounts read in part.</p>



<h2 class="wp-block-heading">Human resource matters</h2>



<p class="wp-block-paragraph">Duale has also promised to fast-track all pending and perennial human resource matters under the Ministry of Health and work with all stakeholders to achieve a long-lasting solution.</p>



<p class="wp-block-paragraph">He further promised to ensure the Kenya Medical Supplies Authority (KEMSA) order fill rate goes up to 90%. To achieve this, recapitalization of Ksh 1.5 billion to KEMSA is to be provided through the supplementary budget, and negotiation for a credit facility of up to Ksh 5 billion is to be provided.</p>



<h2 class="wp-block-heading">Duale on system hitches</h2>



<p class="wp-block-paragraph">Moreover, Duale says all system hitches will be addressed for seamless service delivery, with a 24-hour/7-days TaifaCare call Centre available by dialing 147 (toll-free number) fully deployed to handle all queries.</p>



<p class="wp-block-paragraph">&#8220;The government has also prioritized the healthcare workforce, equipping 107,831 Community Health Promoters (CHPs) with essential kits and smartphones while finalizing CBA negotiations with healthcare unions to improve working conditions. Reforms at KEMSA are ongoing, with Ksh 6.5 billion allocated to streamline drug supply and eliminate inefficiencies. In the digital space, a national health information system has been deployed, with hospital management systems rolling out across counties to enhance service delivery,&#8221; Duale stated.</p>

<p class="wp-block-paragraph">Kakamega County Governor Wycliffe Oparanya has urged the National government to intervene and help his government get the new 1,000 liter per minute capacity oxygen plant which is being held by the Kenya Revenue Authority (KRA) at Mombasa Port over taxes.</p>



<p class="wp-block-paragraph">According to Oparanya, KRA is demanding a total of Sh 8 million in taxes from the contractor who is currently unable to pay the said amount.</p>



<p class="wp-block-paragraph">Through a statement posted on his official social media accounts on Wednesday July 07, 2021, Oparanya  appealed to the Ministry of Health and the National Treasury to assist and enable the plant to be cleared and installed.</p>



<p class="wp-block-paragraph">He said the equipment should be released to help save lives of his people during this Covid-19 pandemic, urging the National government not to impose heavy taxes on equipment that are critical to save lives.</p>

<p class="wp-block-paragraph">A crisis is looming in the wake of Covid-19 pandemic as 30,000 health workers threaten to down tools. They have issued a 14-day strike notice, threatening to go on strike come May 18, 2020.</p>



<p class="wp-block-paragraph">According to the nurses,the  Ministry of Health  is controlled by a cartel of doctors who are responsible for the current mess in healthcare.  </p>



<p class="wp-block-paragraph">They accuse the government of favoring doctors and failing to grant the other cadres proper risk allowance, promotion and employing them on contract. </p>



<p class="wp-block-paragraph">The workers who issued the 14-day strike notice in Nairobi on Monday May 4 include nurses, clinicial officers, laboratory staff and nutritionists.</p>



<p class="wp-block-paragraph">Others are non-unionised staff under the Kenya Health Professionals Society&nbsp; including mortuary staff.&nbsp;</p>



<p class="wp-block-paragraph">They belong to the Kenya National Union of Nurses, Kenya Union of Clinical Officers and the Kenya National Union of Laboratory Officers, Kenya National Union of Pharmaceutical Technologists, the Kenya Union of Nutritionists and Dietitians and the Kenya Health Professionals Society.</p>



<p class="wp-block-paragraph">KUCO secretary general George Gibore said while doctors receive a minimum Sh20,000 risk allowance every month, other health workers receive nothing. Only nurses and clinicians get about Sh3,000.</p>



<p class="wp-block-paragraph">Gibore said clinicians and nurses have the most contact with patients and therefore bear the greatest risk.&nbsp;</p>



<p class="wp-block-paragraph">He said 12 clinical officers have been infected with coronavirus at work while 147 are currently quarantined after being exposed to the virus.&nbsp;</p>



<p class="wp-block-paragraph">According to Mohamed Duba, chairman Kenya Union of Health Professionals, they have tried diplomatic means but have failed to get an audience with the government.</p>

<p class="wp-block-paragraph">Health Cabinet Secretary Mutahi Kagwe has broken his silence on the ministry&#8217;s Ksh. 1 billion expenditure that had caused an uproar among Kenyans.</p>



<p class="wp-block-paragraph"> In a post on his Facebook page on Thursday evening, Kagwe said information on Coronavirus expenditure that has been circulated on social media is baseless and if there is any truth in it, he will take action. </p>



<p class="wp-block-paragraph">The CS dismissed the information on how the ministry spent the Ksh 1 billion donated by world bank, that has hence gone viral as  lies, innuendo and propaganda.</p>



<p class="wp-block-paragraph">&#8220;Good Evening. I have debated posting tonight but am doing so because I read your comments and appreciate your sentiments and fears. As a Kenyan, I too have been disappointed by leaders who fail us for reasons that span inefficiency to corruption.</p>



<p class="wp-block-paragraph">&#8221; The allegations you are seeing are based on this trend: public skepticism and pessimism. I get it. And so I am here to let you know that among us is a cohort that believes in exploitation and that thinks that by spreading lies, innuendo and propaganda, I will be intimidated and worse, lose the trust of you &#8211; &#8211; the Kenyan &#8211; &#8211; who believes in our cause and my integrity. </p>



<p class="wp-block-paragraph">&#8220;They want us sidetracked. I am no greenhorn; I have seen such mischief before, wasn’t intimated then and will not be intimidated now. Watch my actions, they will illustrate this.</p>



<p class="wp-block-paragraph">&#8220;The job at hand is simple: save lives in the most cost efficient way and accomplish this in collaboration with the people this position devotes me to: YOU.</p>

Suffice it to say, there will be no theft of COVID-19 resources under my watch and if there is any truth regarding the misuse of COVID-19 funds, beyond being disheartened, I guarantee you that those responsible will be out of the ministry faster than we can blink. Propaganda or not, we, WILL sanitize the healthcare system…so God help us&#8221; he posted.</p>
