Kakamega senator Boni Khalwale has released a video revealing the details of his six-hour long meeting with former Kakamega governor Wycliffe Oparanya.

Khalwale had on Sunday evening left his followers in speculations after revealing that he had held the meeting with Oparanya at his rural home in Mabole, Kakamega County.

Today, I held fruitful discussions with the immediate former governor of Kakamega, H.E. Oparanya, in a six hour long meeting at his home at Mabole in Butere. I thank him for hosting my team of elders & I and committing himself to our resolutions. Special thanks to all other… pic.twitter.com/57uWxVDkST
— Dr Boni Khalwale, CBS (@KBonimtetezi) January 14, 2024

However, Boni Khalwale has this morning released the video that shows him addressing the press alongside Oparanya and Lurambi Member of Parliament Titus Khamala.

In the video, Khalwale says that he had earlier on visited President William Ruto and informed him about his intentions to vie for the Kakamega gubernatorial seat in 2027.

As a starting point, Boni Khalwale says he had to visit Oparanya, who is the county’s first boss, and share with him the information.

The reason we came here is because two months ago, I visited the President of Kenya and announced to him that in 2027 I will be running for governor of Kakamega. Today was now the day to inform the county government of Kakamega,” Khalwale says in the video.

The bullfighter goes ahead to say that he had deliberately chosen Oparanya for the communication because he was Kakamega’s first governor.

“I deliberately chose Oparanya for this important communication to the county because he was our first governor. I have met the former governor without prejudice to anybody,” Boni Khalwale said.

Oparanya on his part praises Khalwale for having done a good job when he was the first senator of the county.

“He put me on toes of course, and because of that I was able to deliver, and that is what a senator is supposed to do,” Opararanya said.

Oparanya further noted that there is no permanent enemy in politics, and that what is important is the interests.

Sugar factories in Kenya have for a long time struggled to revive, with mismanagement and lack of funds being pointed out as the main hurdle.

Kakamega Governor Wycliffe Oparanya has opened up on why these factories have been struggling all along.

The county chief who spoke spoke on Thursday at Bukura Agricultural Training Collage while meeting sugarcane farmers said efforts to revive the factories are hindered by cartels with selfish interests.

“They want to ensure the factories don’t revive. They want the industry dead so that they can continue smuggling cheap imports into the country,” he said.

He added that the cartels have been using their illegally acquired money to ensure revival efforts don’t succeed.

He revealed that these cartels are working with elected leaders to further their selfish interests at the expense of the industry and farmers.

Oparanya accused some local leaders of working with cartels to kill the local sugar sector.

He said that politics have contributed to the collapse of Mumias Sugar Factory and the government currently has no say in the management of the company after it was put under receivership.

He has urged members of the public to avoid electing leaders who have selfish interests.

Kakamega County Governor Wycliffe Oparanya has urged the National government to intervene and help his government get the new 1,000 liter per minute capacity oxygen plant which is being held by the Kenya Revenue Authority (KRA) at Mombasa Port over taxes.

According to Oparanya, KRA is demanding a total of Sh 8 million in taxes from the contractor who is currently unable to pay the said amount.

Through a statement posted on his official social media accounts on Wednesday July 07, 2021, Oparanya appealed to the Ministry of Health and the National Treasury to assist and enable the plant to be cleared and installed.

He said the equipment should be released to help save lives of his people during this Covid-19 pandemic, urging the National government not to impose heavy taxes on equipment that are critical to save lives.

“I appeal to the @MOH_Kenya to assist and enable the plant be cleared at the Port and installed to save lives during this Covid-19 pandemic. I urge the Government not to impose heavy taxes on equipment that are critical to save lives,” Oparanya tweeted.

Makueni senator Mutula Kilonzo Junior on Wednesday September 16, 2020 launched a scathing attack against the Council of Governors (CoG) chairman Wycliffe Oparanya.

His attack came shortly after the Kakamega governor issued a memo directing all governors to provide notice on the suspension of some counties’ services due to lack of resources, with effect from tomorrow (Thursday September 17).

Counties were advised to issue necessary notices that the county health facilities will not permit any new inpatient admissions.

They will only provide minimal outpatient services and that all non-essential services suspended and county employees are advised to proceed on leave for two weeks.

In response, senator Mutula Kilonzo Junior claimed that if Governors accede to the memo by Governor Oparanya, they will have violated the Constitution.

While terming Governor Oparanya as clearly incompetent, the lawmaker argued that the Supreme Court issued an unequivocal order on release of funds pending determination of any issue concerning division of Revenue.

“If Governors accede to the memo by Governor Oparanya, they will have violated the Constitution. The Supreme Court issue an unequivocal order on release of funds pending determination of any issue concerning division of Revenue. The chair is clearly incompetent,” he tweeted.

However, Senator Mutula’s statement landed him in big trouble with Kenyans on Twitter, with his attack against Oparanya backfiring badly.

Instead, the netizens turned against him, claiming that he was the most incompetent.

They argued that the senate had failed the devolved units by failing to pass the revenue allocation formula for a record 10 times.

Here are some of the reactions.

The Ethics and Anti-Corruption Commission (EACC) has warned governors over their move to deny media houses advertisements.

The warning comes a day after Council of Governors chairman Wycliffe Oparanya wrote to Nation Media Group (NMG) notifying the company of the decision to deny them any advertisements over a graft story.

In a letter addressed to Oparanya on Thursday, CEO Twalib Mbarak said such a move is inappropriate.

Mmarak said that the move offends the Constitution and relevant laws that govern acquisition of goods and services by public entities.

He warned that any accounting officer or any other public officer who may proceed to implement such unlawful instructions will be held personally liable.

Mbarak said the council violated article 10 and article 227 (1,3 and 21) when issuing the directive.

The article notes that;

1) The national values and principles of governance in this Article bind all State organs, State officers, public officers and all persons whenever any of them;

(a) applies or interprets this Constitution; (b) enacts, applies or interprets any law; or(c) makes or implements public policy decisions.

Article 227 says that (1) When a State organ or any other public entity contracts for goods or services, it shall do so in accordance with a system that is fair, equitable, transparent, competitive and cost-effective.

“Your letter, therefore, amounts to unlawful instructions and the contemplated action by county government could render all culpable persons liable to the applicable legal consequences including criminal prosecution,” Mbarak said.

The story published by NMG had the headline ‘Eight governors on graft hit list’.

In the story, the publication reported that the anti-graft agency had narrowed down to eight counties in its investigation into corruption.

The Media Council of Kenya, Media Owners Association and Kenya Editors Guild also criticised the CoG’s move.

The government has put smiles on the faces of Nzoia sugar company farmers after writing off the company’s debts in efforts to revive the ailing sugar sector.

Speaking at Nzoia Guest house on Monday July 21 2020, Agriculture Cabinet Secretary Peter Munya assured the farmers that the government is set to bring the ailing sugar sector back to normalcy and Nzoia sugar will be at the fore front.

Nzoia sugar company has been failing to operate efficiently following the Ksh62 billion debt that has been the major challenge leading to no payment to the farmers and also interference with the normal operations of the company.

The government has written off the debt owed by the millers to allow interested investors who meet the required standards to lease the company.

“Along-term solution is needed for this company to succeed and that’s why we are striving so hard to see it flourish and the farmers benefit fully from it.I am here to assure you farmers that the process of writing off the debt has gone through the cabinet and no one should doubt it ,” said Munya

Munya further noted that the government has opted to allow the leasing of the company but with conditions in that whoever is allowed to lease the company must accept all the workers that were working there before and with their union agreement.

He/she must take the farmers agreement of the sugarcane developments and to make sure the canes are fully absorbed and this will be done together with the county government to make sure that the out growers’ interests are fully taken care of.

His sentiments were echoed by the council of governors’ chairperson, the Kakamega county governor Wycliffe Oparanya who emphasized the same saying that the failing of the company affects the farmers directly not the leaders yet they are the voters.

“I urge all the leaders present and those from within to join hands together to fulfill the urge of reviving this company because these farmers voted us in and we can’t stand seeing them suffer,” he said.

Also present was the Bungoma county governor Wycliffe Wangamati who expressed his joy and satisfaction towards the move that has been taken by the government to bring back Nzoia, noting that the company is so precious to the people of Bungoma and the community around.

Wangamati appreciated the move that was taken to ban importation of sugar and also called for more sensitization on leasing so that it can be understood and dealt with in a proper way.

Wednesday October 10, 2018, Kenyans woke up to the shocking news of a tragic road accident that had claimed at least 50 lives as at 9:30 am.

It occurred at Tunnel area, a black spot on the Londiani-Muhoroni road. It later emerged that the Homeboyz christened Kakamega-bound bus had overloaded.

This found Cleophas Shimanyula, the owner of the bus in Court. But how did the case go?

Well, did you know that the killer bus is back on the road, this time round as a truck? Well, the killer bus had the registration number KBX 092J.

A truck with the same registration number, is now reaping millions in county deals.

On Monday July 13, 2020, Kakamega governor Wycliffe Ambestsa Oparanya launched construction of a Kshs. 90 million water project in Shinyalu Sub County.

The truck with the same registration number as the Homeboyz killer bus to take part in Kakamega Water project. PHOTO/COURTESY

He flagged off the the truck, which will be taking part in the project.

I promised that during my tenure as Governor, all households in the County will access fresh and clean piped water for domestic use in their homes.

To live to my promise, today I have launched construction of a Kshs. 90 million water project in Shinyalu Sub County. pic.twitter.com/4N1kUoQlz7
— Dr Wycliffe A.

Well, Dailytrends.co.ke has learnt that Shimanyula, who is commonly known as Toto among Kakamega residents, rose from a modest background to a politically well-connected businessman, who curved a niche for himself in the public transport sector

The man is simply known as ‘Toto’ in his home area and is the founder and chairman of Kakamega Home Boyz Football Club.

He has ventured into construction and one of his firms, Western Cross, is involved in garbage collection in Kakamega Town. Some attribute this to his close ties to Kakamega County, whose Governor is Wycliffe Oparanya.

Mr Shimanyula is shrewd but prefers to stay away from the limelight. Despite his affluence, he does not frequent social joints.

The businessman cuts the image of a simple but enigmatic individual and is often seen driving himself in his 2015 Lexus LX 570.

The man is credited with turning around the taxi business in the town by introducing bigger and powerful vehicles, including Toyota Prados, for car hire services by high-profile clients.

They include county executives, politicians and other prominent personalities.

Today, Mr Shimanyula owns a yard next to Bukhungu Stadium where his lorries and construction machines are kept.

As his businesses grew, Mr Shimanyula started making his presence felt in the political scene by associating with key politicians in the region and helping mobilise supporters for their campaigns.

One such politician is former Cabinet Minister Cyrus Jirongo, who hired Mr Shimanyula’s vehicles for campaigns. The businessman helped him gather supporters for his rallies.

When he ran for the presidency in 2013, politician Musalia Mudavadi also hired Mr Shimanyula’s large fleet.

The businessman is also said to enjoy close ties with Governor Oparanya and scores of other western politicians.

Vocal Tanga Tanga MP has threatened to marshall Kenyans to defy the cessation of movement and daily dusk to dawn curfew.

The Kimilili MP Didmus Barasa who spoke during a press conference on Sunday June 14, 2020 said that he was ready to marshall Kenyans should President Uhuru Kenyatta fail stop devolution CS Eugine Wamalwa and Kakamega governor Wycliffe Oparanya from traversing Western Kenya region during the Covid-19 pandemic.

The vocal lawmaker said that should President Kenyatta continue extending the curfew and the cessation of movement and some leaders continue moving around holding rallies, he would lead other Kenyans in defying the government directives.

He says he would lead Kenyans in reopening their businesses and going back to their normal lives.

“If the President won't stop leaders led by CS @EugeneLWamalwa and governor @GovWOparanya from holding illegal rallies in Western, then I am ready to marshall Kenyans to defy the Cessation of movement," Hon. Didmus Barasa. @luhya_pounds pic.twitter.com/WN2BbjKjT4
— Hon Didmus Barasa, MP Kimilili (@DidmusWaBarasa) June 14, 2020

Over the past few weeks, Oparanya and CS Wamalwa have been traversing the Western region on relief food distribution missions.

However, they have been also driving the luhya unity agenda, the role they were given during a meeting that was held at COTU boss Francis Atwoli’s Kajiado home two weeks ago.

During their latest tour, Oparanya told Amani National Congress (ANC) party leader Musalia Mudavadi and his embattled Ford-Kenya counterpart, Moses Wetang’ula, to step aside and let new leadership take over in western Kenya.

Oparanya, who spoke during a tour of the western region on Saturday, 13th June, 2020, said that Mudavadi and Wetang’ula had been leading the region for a long time but had failed to deliver the goods.

The Council of Governors chairman, who was in the company of Devolution Cabinet Secretary Eugene Wamalwa on a relief food distribution mission in Bungoma County, said that the current western region leaders had failed to lead their people to the government.

According to Oparanya, a good father will always support his son to deliver what he failed to do while raising him. He urged Mudavadi and Wetang’ula to step aside and support other able leaders capable of redeeming the region.

Mudavadi in 2013 unsuccessfully ran for presidency. In 2017, Mudavadi and Wetang’ula joined ODM party leader Raila Odinga and Wiper’s Kalonzo Musyoka to form Nasa, which failed to clinch the presidency with Raila as their flag bearer.

Council of Governors (CoG) chairman, the Kakamega County Governor Wycliffe Oparanya is celebrating after Court of Appeal dealt a major blow to activist Okiyah Omtatah.

Taking to his official twitter account on Friday May 22, Oparanya said that the defenders of devolution had all reasons to smile following a win after Court of Appeal dismissed a case filed by activist Okiya Omutata seeking to have Health services transferred from counties back to the National Government.

Oparanya said that Omtatah’s move to have the health services moved from counties, back to the National government could have undermined devolution.

“Today defenders of Devolution got a win after Court of Appeal dismissed a case filed by activist Okiya Omutata seeking to have Health services transferred from counties back to the National Government this could have undermined devolution,” he tweeted.

The High Court in 2013 dismissed as a waste of judicial time an attempt to halt the transfer of health facilities to the jurisdiction of county governments.

Justice Mumbi Ngugi declined to grant temporary orders stopping the transfer of Level 2 to Level 5 health facilities to the county level and termed it an effort to re-introduce through the back door an earlier petition that had been dismissed by the High Court.

Two petitioners, Okiya Omtatah and Nyakina Wycliffe Gisebe had sued the Transition Authority (TA) and the Attorney General on grounds that they failed to correctly interpret the issues of health referral facilities.

They had listed 47 health facilities in various counties, which they claimed are legally national referral facilities and which should not be transferred to the counties.

Kakamega County Referral Hospital doctors have threatened to down their tools in a week’s time.

This, is if the County Governor Wycliffe Oparanya will not protect them from harassment and threats by top health officials.

The medics also cite unavailability of personal protective equipment (PPEs).

Kenya Medical Practitioners Pharmacists and Dentists Union Western branch secretary Sande Charo accused Health executive Rachael Okumu and chief officer Beatrice Etemesi of harassment and intimidation.

In a memo addressed to the governor and signed by the doctors, they said the referral and sub-county hospitals are ill-equipped to handle Covid-19 cases. They said their efforts to raise the matter with the two health officials has been met with intimidation, demotions and transfers from the top county hospital.

The memo also details inadequacy of PPE.

Last week, Oparanya said Sh85 million would be spent on protective gear in the fight against Covid-19.

Also last week, President Uhuru Kenyatta allowed governors to purchase the kits outside the Kenya Medical Supplies Agency.

“We beseech your office to intervene in this horrid environment which is aimed at derailing the fight against Covid-19 and plunging the county and country into misery.

“If action is not taken, then we will have no option but to withdraw our labour until when these grievances are addressed without further notice,” the memo reads.

The doctors said the working environment for those handling Covid-19 cases is deplorable.

“These officers are working 24 hours without the simplest things like breakfast and lunch. They are not protected at all in addition to the long working hours,” a union member said.

Dr Charo said the link between the health officials and medics in the fight against Covid-19 was weak and that healthcare workers are at the risk of contracting the virus if they handle active cases.

“It has come to our realisation that amidst the devotion and selflessness of our doctors in the fight against Covid-19, there lies an ugly hand of intimidation, threats and highhandedness by the two officials,” the letter reads.

Etemesi and Okumu declined to comment. However, Etemesi acknowledged the matters raised.

KMPDU Western Branch chairman Antony Akoto said the county has also not trained healthcare workers on how to handle the virus. Those who have been trained are not even a third of the total number of medics, he said.

An online poll has placed KETRACO CEO Fernandez Barasa as the suitable candidate to succeed Kakamega governor Wycliffe Oparanya.

The poll that was ran on Strawpoll.com by one of the platform’s users challenged Kenyans to vote for the most suitable candidate from alist that had Barasa, Kakamega Senator Cleophas Malala, former Kakamega Senator Boni Khalwale, Governor Opranya’s deputy Prof Kutima and Lugari MP Ayub Savula.

50% of those who voted had Barasa as their suitable candidate with only 30.18% voting for Malala.

Prof Kutima came third with 7.93% followed by Khalwale who had 6.71%.

In the poll that had a question “who is best suited to replace Oparanya in 2020”, Savula emerged last with 5.18%.

The online poll had attracted 328 by the time this story went on air.

The 2022 Kakamega gubernatorial race is expected to be very tight with the current senator expected to face it off against the current KETRACO CEO FCP Fernandez Barasa.

In Kenya online polls are used to do analysis of the support base of a candidate and do political calculations.

Contrary to what many believe, Kakamega County Senator Cleophas Malala will have a rough time to ascend to power in 2022 as the governor of the second largest county in kenya, Kakamega.

Daily trends did an in-depth analysis on his 2022 gubernatorial candidature and here the findings:-

Non Luhya- senator Malala ancestral background does not trace him to Luhya land. His roots are in Luo land Siaya County to be specific. Malala, the shackles of doom drama teacher is said to have found himself in western after his father buying land in Butere constituency after being ex communicated in Siaya County which borders butere. Malala does not know how to speak Luhya to date apart from the word “’Mulembe”’ which means greetings.

Unlike his political competitors, Malala does not have a solid voter base region. In Kakamega County there are three voter base regions and for one to ascend to power they must have a stronghold voter base support. These voter base regions are the Wanga region, the Isukha region and the Kabras region. The current governor Wycliffe Oparanya controls the Wanga region while Isukha region is controlled by the former Kakamega senator bony khalwale who is also a candidate in the 2022 gubernatorial elections. I the Wanga region where Malala resides, there are several candidates who are natives of the region and the strongest among will automatically be endorsed by the wanga elders.

Poor relationship with Oparanya: Powers close to the governor informed daily trends that Oparanya and Malala do not see eye to eye. Let it be remembered that Oparanya is also the deputy party leader for ODM and a close confidant of Raila Odinga. To get party tickets of ODM in western is impossible if one doesn’t have a good rapport with Oparanya. It goes without saying that Malala will not be given the ODM party ticket in 2022.

Poor relationship with ANC and other Luhya leaders- Malala is on record not once not twice for disrespecting the ANC party leader Musalia Mudavadi amongst other luhya leaders in western province. Currently ANC is the political party that sponsored malala to senate and with his indiscipline case he is more likely to be denied the party ticket come 2022. Actually ANC will not give him the party ticket as indicated by the ANC national youth league chair Nathaniel Akadima in a presser given to the media late last year.

Fall out with Atwoli-Malala who was initially known as Atwoli’s last born child, having been brought to the county politics by Atwoli has been abandoned by his political godfather and Secretary General Central organization of trade unions Francis Atwoli. This is after Malala embezzled over 3 million shillings given to him by Atwoli to organize the BBI rally in kakamega and he ended hiring low end public address systems that resulted to sound problems at the rally. Something that annoyed Mzee Francis Atwoli and made him keep silent on malala. Sources close to Atwoli indicate that Atwoli is in the process of looking for another favorite candidate that he will name in his list of 2022 preferred candidates as indicated in the Bukhugu BBI rally.

Sexual harassment of his communication team- Margret Nechesa popularly known as “sasha” who is a camera lady at the Malala communications team has on several occasions come out in public on sexual harassment from the senator. She says the senator wants sex every time and anywhere every time they are on official duty. Failure to this she is threatened to be fired.

Financial constraints- Malala being a first timer in senate, he has not accumulated enough wealth to run a gubernatorial campaign of the second most populated county in Kenya. This has been seen in his craftiness behavior whenever he is trusted with money by people. This has been seen by the way he has handled the Malala Cup donor funds and the BBI money amongst others.

Kakamega senator Cleophas Malala is a lonely man after being put on blackout by the Central Organization Trade union (COTU) Secretary General Francis Atwoli.

Sources close to Atwoli disclose that Malala was tasked the duty of organizing the Bukhungu BBI rally given over Ksh. 3 million by Atwoli to organize the BBI meeting at Bukhungu stadium.

He ended up using less than half a million on the organization of the Rally. This then led to the use of low quality public address system- something that did not go well with Atwoli.

Malala is believed to have been brought to the Kakamega senatorial race by Francis Atwoli who not only endorsed him but funded his campaign.

Malala being given a cold shoulder by Atwoli will prove difficult for him to ascend to the governor position in 2022 after the exit of ODM deputy party leader Wycliffe Oparanya considering that Atwoli is a respected elder of the Luhya community and majority of the residents of the county listen to him.

Malala is not a new face to the media limelight as in November 2019 he was expelled from the ANC party on grounds of indiscipline and disloyalty.

Malala is an expected gubernatorial
candidate for the Kakamega governorship in 2022 and the silence from Atwoli is
a threat to his political career.

Death toll from Kakamega Primary School stampede has hit 14.

This is after a pupil succumbed to injuries at Nala Nursing Home, Kakamega Governor Wycliffe Oparanya says.

Earlier reports indicated that the pupils were rushing down the staircase of the school when they tripped and fell on each other with 13 dying on the spot.

Kakamega Central OCPD David Kabena said that at least 39 pupils were injured and that so far, 20 have been treated and discharged.

Additional reports indicate that the injured pupils are in the region of 100 and that some of them have been admitted to the ICU in critical condition.

The pupils are said to have been running away from a teacher who was reportedly punishing another pupil in one of the classes upstairs.

However, some reports also indicate the children were rushing to go home after the bell rung.

Deputy President Dr William Ruto has been dealt another major blow after president Uhuru Kenyatta backed key ODM leader Raila Odinga’s pointman for a top seat.

Uhuru has backed Kakamega governor Wycliffe Oparanya to retain his position at the helm of the Council of Governors when they vote on Monday, January 20.

Reports by The Star indicate that the Head of State’s support has already been communicated to a number of governors, making it easier for Oparanya to extend his reign by another year.

This, however, is a big blow to Deputy President William Ruto and his allies who had reportedly lined up Mandera’s Ali Roba as Oparanya’s possible replacement. Roba later said he was not vying and that he will support Oparanya.

“For the record, Governor Roba is not running for any position at the CoG and will throw his support behind Oparanya. He is not aligned to any other camp,” Roba’s chief of staff, David Ohito, was quoted by The Star.

This reportedly left the DP’s camp still searching for a preferred candidate by as late as Sunday evening.

The President is believed to have thrown his weight behind the Kakamega chief when he met some governors last Tuesday in Mombasa. He is said to have been impressed by Oparanya’s tenure at the helm of CoG.

Last year, Oparanya was voted unanimously as the CoG Chairman against six contestants namely: Anne Waiguru (Kirinyaga County), Anyang’ Nyong’o (Kisumu County), Jackson Mandago (Uasin Gishu County), Salim Mvurya (Kwale County) and Josphat Nanok (Turkana).

Machakos County Governor Dr Alfred Mutua has been ranked as the best performing governor in the country during the Devolution Assessment study by All Africa Advisors that went down at the Intercontinental Hotel on Tuesday morning.

Council of Governors Chaairman and Kakamega County governor Wycliffe Oparanya was ranked the second best performing governor, with Nairobi County governor Mike Mbuvi Sonko coming third.

Mombasa County governor Hassan Ali Joho has been ranked fourth with Makueni governor Prof Kivutha Kibwana coming fifth.

Previous studies have been ranking Opranya as the top governor.

Over the last six years, Governor Mutua has distinguished himself as a pragmatic advocate of the poor people, setting up pro-poor initiatives that help in poverty reduction and wealth generation.

Mutua who has declared his interest in 2022 presidency has won in Machakos by fixing what was broken; building market shades in the 40 sub-locations, lighting up streets and tiny villages, enlarging the infrastructure by building roads and drilling boreholes.

He is well regarded for those initiatives as well as the free advanced ambulance service across the county. Now he is on the verge of constructing his legacy-building project: Machakos New City, which will be funded by the county and foreign investors.

A few weeks ago, governor Mutua declared the Machakos Cancer Care and Research Centre officially opened, which is his latest completed project that has also earned him a milestone in terms of development.

Governors in July accused the National Treasury and the National Assembly of holding counties hostage.

The county chiefs said the National Treasury has continuously been ignoring the Commission of Revenue Allocation’s recommendations on the sharing of revenue between the national government and the developed units.

The governors spoke outside the Supreme Court after lodging a case seeking the apex court’s intervention in unlocking the current impasse on the Division of Revenue Bill 2019.
