As new Bomet County Governor Dr. Hillary Barchok sets to assume office on Thursday, his administration is already facing a possible controversy.

On Wednesday, pictures of a brand new high-end vehicle branded ‘GVN036B’ flooded the internet; with questions thereafter arising as to why Dr. Barchok would not use the vehicles left behind by his predecessor, Dr. Joyce Laboso, who succumbed to Cancer at the Nairobi Hospital on July 29, 2019.

The incoming county chief came under sharp criticism with a section of political pundits terming the alleged action to buy new vehicles as extravagance.

However, in a quick rejoinder issued on Thursday, the county government rubbished the claims that it had purchased for Dr. Barchok a new vehicle, adding that it (county) cannot even afford it.

A source revealed to local daily that the county government had merely hired the vehicle for two days to facilitate Dr. Barchok’s Thursday inauguration and movement afterwards.

They are however yet to speak on the whereabouts of county vehicle used by former Governor Dr. Laboso during her tenure, before her demise.

Today (Thursday) will go down in history of former university professor Hillary Barchok as he is set to be sworn in as Bomet County Governor in an event that is to be attended by deputy President Dr William Ruto.

The swearing in follows the demise of Governor Joyce Laboso. Edwin Abonyo, Laboso’s widower has lifted the lid on how the late county boss settled Barchok as her deputy.

This was three years ago, when Barchok was a don at the Chuka University, with details indicating that the county boss settled on him without his knowledge, before informing him.

Speaking during Laboso’s burial on Saturday, Abonyo added that this was followed by an intense search for the latter, ahead of the Jubilee Party primaries, which they proceeded to win.

He said that an initial attempt to consult him over his selection as Laboso’s running mate was futile as he was out of the country, with attempts to reach him on phone also proving futile.

“We almost gave up as his phone was not going through, but eventually we got through to him and set up a meeting. He was a total stranger, but as fate had it, we were bound to run for this together and I am proud we made it,” he said, according to the Wednesday Daily Nation.

This was confirmed by the incoming governor who on Wednesday admitted that he had never been involved in politics previously.

He expressed his gratitude for having worked with the departed leader, vowing to stick to her dreams for the county now that he is taking over.

Hillary Barchok will be sworn in as the Bomet governor on Thursday to replace Joyce Laboso who was buried last Saturday.

Barchok faces a daunting task of picking a deputy as pressure mounts that he should pick a woman as his deputy.

The push for a female deputy is from women leaders and some residents.

High ranking individuals in the Jubilee party are keeping an eye on the matter and want Barchok to appoint a woman, not necessarily from the Laboso family.

Among the women likely to take the seat are the county chief of staff Jayne Sigilai, Joyce’s sister Judy Laboso, former Woman Representative Cecilia Ngetich and former senatorial aspirant Stacy Chepkemoi.

Also in the list is the county Education CEC Juliana Yegon, a former principal of Moi Siongiroi Girls’ School.

Ngetich vied for the Sotik parliamentary seat in 2017 but lost to Dominic Koskei.

The deputy governor’s seat is likely to go to Sotik where Laboso came from for fairness in the sharing available leadership positions at the county.

Chepkemoi is among the 15 nominees picked by Jubilee for East African Legislative Assembly position. She failed to secure the seat.

The 26-year-old Maseno University international relations and diplomacy graduate is a former employee at the county government.

She worked as a resource mobiliser in former governor Isaac Rutto’s administration before quitting to join politics.

She is also the current Bomet youth president.

Sigilai is Laboso’s cousin, but little is known about her.

Before politics, Ngetich served as the principal of a number of schools. In 2009, the Nairobi-based Centre for Mathematics, Science and Technology Education in Africa appointed her the director.

Men who had lined up for the position have since chickened out after women put up spirited demands that Barchok should be deputised by a woman.

Former Chepalungu MP Paul Bii and Bomet county assembly speaker Shadrack Rotich are among potential picks.

During the  Laboso’s burial at her Koru matrimonial home in Kisumu on Saturday,  Governors Anne Waiguru (Kirinyaga) and Charity Ngilu (Kitui) said the only way to ensure that the will of the Bomet people of bestowing confidence in a woman by electing a woman as a governor was to have another woman as a deputy.

Waiguru in her eulogy pointed out that there were many able women, hence the need to set the now vacant position for a woman.

She noted: “I know there are some balancing (act to do) but we humbly request that you choose a woman as your deputy. Pick a woman as a deputy, one from Sotik and preferably choose from her family…look at the extended family of Laboso.”

Ngilu echoed the same sentiment calling on Barchok to “honour us by giving us a woman” noting they will be watching over it.

Barchok avoided the talk only saying he will strive to deliver on the wishes of the late governor.

“I will ensure madam governor’s agenda to the people of Bomet is realised,” he said.

President Uhuru Kenyatta and Deputy President William Ruto did not speak on the issue but ODM leader Raila Odinga told Barchok that the position automatically belongs to a woman.

“A woman was a governor and a man was her deputy, now when the woman governor has left the position it is automatic that a woman would become a deputy governor. I don’t think that should be an issue,” he stated.

Eight days ago, Bomet Governor Joyce Laboso had told her doctor she wanted to be discharged.

In the past two months, Dr Laboso had been in hospitals in London, India and finally at the Nairobi Hospital, where she died yesterday.

“I want to go rest at home,” she had told one of her doctors on July 21 from her hospital bed in the high dependency unit (HDU).Deputy President William Ruto was among those who had visited her that Sunday.

Yesterday, Ruto, who spoke outside Lee Funeral Home, recalled that Laboso had asked him how Bomet was doing. The DP said he told her not to worry about the county, but to take time to take care of her health.

Even as they spoke about her recovery, the governor reportedly asked Ruto to ensure Bomet was not left out in government development programmes.

Two days earlier, on July 19, Laboso had been moved from the intensive care unit to the HDU where she requested to be allowed to go ‘rest at home’.

But some family members are said to have resisted the suggestion, arguing that she needed to be in hospital. That is why on Monday, July 22, she was moved to the general VIP ward in the North Wing where she remained until her death.

Last Friday night, family and friends held a prayer vigil at the hospital for the 58-year-old former university lecturer who was first thrown in the political arena in September 2008 following the death in an airplane crash of her elder sister and Sotik MP Lorna Laboso.

The vigil was attended by her husband Edwin Abonyo, her children, Chief Administrative Secretary Rachel Shebesh and Nairobi County Speaker Beatrice Elachi.

They had gathered at the hospital’s North Wing ward reception for prayers for the first-term governor who had been at the hospital for the last three weeks.

According to medical staff, Laboso was first diagnosed with cancer in 1991, but she had been in remission until recently when her health deteriorated.Doctors noted that the cancer had spread throughout her body.

Laboso returned to the country recently after spending one-and-a-half months in the United Kingdom and India. On July 9, Bomet County Director of Communication Ezra Kirui issued a statement that Laboso was expected back home from India.

The governor had left the country on May 29 for London and was admitted at the Royal Madden NHS Hospital for over a month.

She was later flown to India for another two weeks for further treatment. In the statement, Mr Kirui said Laboso would not resume work because she would still be receiving medical care.

“Upon her return, however, the governor will continue with her medication locally as per her doctor’s advice.”

County affairs

Before she flew abroad, Laboso handed over the management of county affairs to her deputy, Hillary Barchok, and County Secretary Evalyne Rono.

Prior to her visit to London, Laboso had kept a low profile in the county which at one point led to speculation about her health.Earlier this month, former Bomet Governor Isaac Ruto and Chepalungu MP Gideon Koskei visited her in India.

Five days ago, Homa Bay Woman Representative Gladys Wanga led a team of women legislators to visit her at Nairobi Hospital. Before she was elected governor, Laboso had served as Sotik MP from 2008 to 2017. She had also held the post of deputy Speaker of the National Assembly.

For close to two months, Bomet Governor Joyce Laboso has been away since she left the Country on May 29th this year for the United Kingdom to seek medication. The Bomet County chief was then later transferred for further treatment in India.

There have been a lot of speculations over her ailment only for her to silently enter the Country on Sunday morning without any awareness of her County’s senior officials.

“Governor Joyce Laboso has today arrived from India where she has been undergoing medication…she has greatly improved, let us continue praying for her quick recovery,” Majority leader at the County Assembly Josphat Kirui posted on his social media pages.

The governor, Kirui said will, however, not resume her duties as expected but will continue receiving her treatment at a local facility in Nairobi.

She was accompanied by her husband Edwin Abonyo and close family members who had been together in India.

Sources however indicated that Laboso’s return was planned in a such a way to avoid a lot of attention.

Several leaders from the Country had however visited her while she was away for treatment.

Among those who visited the governor at the London hospital were ODM leader Raila Odinga, Chief Justice David Maraga and Kericho Governor Paul Chepkwony.

Former governor Isaac Rutto and Chepalungu MP Gideon Koskei also left the country to visit her.

Last week Laboso’s deputy assured residents that she would be discharged from the hospital sooon.
