The Directorate of Criminal Investigations (DCI) has intensified its efforts against transnational gold fraud syndicates, responsible for defrauding foreign investors of hundreds of thousands of dollars through elaborate fake gold schemes.

In an ongoing investigation, detectives from the Operations Support Unit (OSU) have arrested Michael Otieno Owano, an advocate and proprietor of Otieno M.O. Law Advocates, for his role in a high-stakes scam that defrauded a Canadian investor of USD 618,000.

The victim was lured into a fake gold export deal involving 250 kilograms of gold, allegedly set for shipment to Dubai aboard a private jet. On April 15, 2025, a Proforma Invoice of USD 318,400 was issued by EAI Logistics, with the funds wired to Owano’s law firm account. He was later asked to send an additional USDT 300,000 to a cryptocurrency wallet, but no gold was ever delivered.

Owano’s arrest follows the earlier arrest of Francis Talla Ouafo, also known as Allain, a Cameroonian national believed to be the mastermind of the syndicate. He was arraigned on July 31, 2025, at the Milimani Chief Magistrate’s Court.

In a separate but similarly orchestrated scam, Lupemba Lorenzi Olivier, a Congolese national, appeared at the Milimani Law Courts in connection with a fraudulent gold deal targeting a Gabonese investor. Detectives secured a seven-day custodial order to finalise investigations. The matter is scheduled for mention on August 13, 2025.

Meanwhile, another suspect, Kelvin Otieno Onyango, alias Kevo Sonko, the alleged director of SwiftTaxis Logistics Ltd, was arrested for his role in the same case. The complainant was led to his office, where they negotiated and formalised the gold deal. He later transferred USD 140,000 into an escrow account.

All the suspects are currently in custody, undergoing processing pending their arraignment in court, as DCI intensifies efforts to dismantle the networks behind these sophisticated gold scams.

William Ruto

President William Ruto has signed into law a Bill that will see the minimum amount one is required to place on a online bet raised.

The head of state on Thursday, August 7, 2025, assented to the Gambling Control Bill 2023, which will see enhanced regulation of the gambling sector in the country.

The bill will introduce more modernised oversight strategies in the gambling sector, including raising the minimum amount an individual can bet on an online site, to Ksh20.

Any gambling operator who is found allowing gambling activities for an amount less than Ksh20 shall be liable to a fine of not less than Ksh5 million or imprisonment for a term not exceeding five years.

A gambler will also now be required to be a registered player on an online gambling site and hold an account with the site.

The operator will be required to engineer new mechanisms that ensure no child is registered as a gambler on their sites.

 “A player in an online gambling activity shall not bet an amount of less than twenty shillings in a competition. The minimum amount set under subsection (1) shall be inclusive of such saving component for the player as shall be determined by the Authority in consultation with the Cabinet Secretary,” the bill states.

 “An operator shall put in place mechanisms to ensure that a child is not registered for an online game, lottery, or bet for which they are licensed to operate. An operator shall require proof of age of majority prior to the registration of every player,” it adds.

Furthermore, if a player wins in an online gambling, the company will be required to transfer the monetary prize to the player’s account within two days, while non-monetary prizes will be required to be delivered to the player within seven days.

The Public Service Commission (PSC) of Kenya has officially opened applications for the eighth cohort of its Public Service Internship Programme (PSIP).

The year-long paid internship, targeting graduates from 2018 and earlier, aims to provide hands-on experience across government ministries, departments, state agencies, and public universities.

With a deadline set for August 18, 2025, the initiative has sparked both hope and skepticism among Kenyan youth grappling with high unemployment rates.

Public Service Internship Programme

The PSIP, launched in 2016, seeks to bridge the skills gap for young graduates while offering a stipend and a certificate upon completion.

Since its inception, the program has placed over 20,000 interns in public service roles.

However, a 2022 study by the Institute of Economic Affairs revealed that only 15% of participants transitioned to permanent employment, raising questions about its long-term impact.

With youth unemployment at 39.1% for ages 15-34 according to the Kenya National Bureau of Statistics (2023), the program is seen by some as a critical lifeline, while others label it a “formality” with little promise of stable jobs.PSC’s announcement highlights eligibility criteria, including a Bachelor’s degree or equivalent from a recognized university, proficiency in computer applications, and no prior public service internship experience.

How to apply for PSC internship

Interested candidates via been urged to submit their applications thought the PSC portal.

The application process, accessible via the PSC portal, has already faced technical challenges, with users reporting errors and urging updates to the system.

Detectives from the Operation Support Unit (OSU) of the DCI have arrested four individuals accused of perpetrating elaborate gold scams that have robbed unsuspecting victims of their hard-earned money.

The suspects: Patroba Odhiambo Tobias, Isaac Forkay Sleyon, Omong Ekoume Louis and Wadja Bangsi Tang, were taken into custody during a meticulously planned raid at a residence in Gigiri, situated along Whispers Avenue.

A thorough search of the premises uncovered a trove of incriminating evidence, including a gold smelting machine, an array of rubber stamps bearing the names of companies such as Alaska Express Freight Group Ltd, Longcrane Logistics Limited, and Kakan Traders and Company, numerous plastic seals, a weighing machine, and a cache of documents bearing stamp impressions from the East African Community, among other items.

Preliminary investigations have revealed that Alaska Express Freight Group Ltd has also been linked to a recent complaint involving two Canadian nationals who were defrauded of USD 37,500 last week.

The suspects are currently in custody and are undergoing processing in preparation for their arraignment.

The Public Service Commission (PSC) is on the spot following revelations that it sat on an appointment letter meant for John Burugu, the successful candidate for Secretary, Refugee Affairs — only to later turn around and cast aspersions on his conduct.

For over a year, PSC knowingly allowed the Principal Secretary for Immigration and Citizen Services, Prof. Julius Bitok, to block the forwarding of the appointment letter to Mr. Burugu. Prof. Bitok, the authorized officer, blatantly refused to act on the commission’s decision, denying Burugu the opportunity to formally assume office.

Rather than take decisive corrective steps, PSC chose inaction — effectively enabling an abuse of office and miscarrying justice, fairness, and equity in public employment.

Now, in a startling twist, PSC appears to be shifting blame onto Mr. Burugu, creating a misleading narrative that he held two government positions simultaneously — a claim not only dishonest but deeply damaging to his professional credibility and reputation.

Observers say PSC had the legal and procedural latitude to directly transmit the appointment letter to Burugu, which would have allowed him to resign formally from the Intergovernmental Relations Technical Committee (IGRTC) and assume his new role substantively.

Their failure to do so signals a serious dereliction of duty and suggests calculated efforts to derail the recruitment outcome in favor of another candidate.The latest directive by the current PS, Dr. Belio Kipsang, ordering a rushed handover from Burugu, is being viewed as a cover-up for the failings of his predecessor, Prof. Bitok.

It attempts to erase the record of Burugu’s valid appointment and mask the PSC’s failure to execute a lawful recruitment process.

Worse still, this case underscores systemic favoritism and political interference in civil service appointments — a violation of the constitutional principles under Article

A top government official, John Burugu, has come out strongly to refute claims that he is holding two public service positions simultaneously.

Burugu, who has been serving as the acting Commissioner for Refugee Affairs, is now pointing fingers at Education Principal Secretary Prof. Julius Bitok who previously served in the immigration docket.
He accuses the PS of deliberately withholding his official appointment letter—despite having been appointed by the Public Service Commission after competitive interview in July 2024. This was to regularize the acting appointment earlier made by the then Interior Cabinet Secretary and current Deputy President, H.E Prof. Kithure Kindiki.

According to Burugu, the refusal to issue his appointment letter was not in good faith. He claims that after a competitive recruitment process, he emerged as the top candidate for the Commissioner of Refugees Affairs position.

“I attended the interview, performed best, and was declared the successful candidate. However, to date, I have never received my appointment letter,” said Burugu.

He clarified that during his tenure as acting Commissioner of Refugees, he never received a salary from that office. Instead, he continued drawing his salary from the Intergovernmental Relations Technical Committee (IGRTC), where he was initially appointed.

“I am ready to be surcharged if need be. But the truth is, I have not received a single coin from the Refugees office. I have only been in one Government payroll. My salary has consistently come from IGRTC,” he emphasized.

Burugu further explained the over one year delay by the Public Service Commission (PSC) to give concurrence for Cabinet Secretary acting appointment, contributed to the current confusion. According to him, PSC advertised the Refugee Affairs post in January 2024, with applications closing on February 13, 2024. He was later invited for an interview scheduled for June 25, 2024—but it was postponed due to the Gen Z protests and eventually held on July 2, 2024.

“Following that interview, I was officially appointed. A letter was dispatched to the PS for State Department for Immigration and Citizen Services for onward delivery to me—but I never received it,” Burugu revealed.

Despite his successful appointment, Burugu says PSC, through its CEO, later announced through an advertisement on March 15, 2025, that the position of Secretary for Refugee Affairs (Job No. 3/2024 – CSG 4) had been cancelled. This move has sparked a legal battle.

“A human rights organization has already filed a case in court, protesting the cancellation. They are seeking an injunction to prevent any attempts to re-advertise or fill the position in any manner, including on an acting basis, until the matter is resolved in court,” I am instructed by the PS for Immigration Dr. Kipsang Belio through a letter to handover to an officer from Interior Ministry who is taking over in an acting capacity still. Though I am not the one who is in Court, the ignorance and refusal to respect Court Order issued on the position I have been holding tells you the story of forces now peddling falsehoods to taint my integrity in public service. Burugu observed.

This unfolding drama comes even as Burugu has been directed to vacate the Refugees office and resume his duties at IGRTC.

The announcement was made during an official meeting with Prime Minister Olzhas Bektenov of the Republic of Kazakhstan, followed by a press conference led by the event’s key representatives including Serik Zharasbayev, Vice Minister of Tourism and Sports of the Republic of Kazakhstan; Nis Hatt, CEO of Phygital International; and Alibek Khassenov, President of Kazsportinvest JSC.

Renowned as the ultimate fusion of physical athleticism and digital gaming, the Games of the Future 2026 will transform Astana into a hub of elite competition and cutting-edge innovation. The 2026 edition will feature 13 disciplines, including fan-favorites like Phygital Football, Phygital Basketball, Phygital Dancing, and Phygital Shooter, while also showcasing the phygital versions for Hockey, Fighting (MMA and Boxing) and more. In each discipline, athletes first compete in a digital version of the sport to later switch to its physical counterpart; final results are determined by the combined performance across both stages.

A $10 million prize fund is set to raise the stakes at GOTF 2026, drawing global attention and attracting top-tier talent. With around 1,500 participants expected to compete across multiple venues in Astana, the tournament marks a major milestone for the growing phygital movement.

To further amplify its impact and highlight Kazakhstan’s leadership in sport-tech and digital innovation, the city will host the Games of the Future City, a celebration of innovation featuring fan zones, interactive exhibitions, and community-driven tech activations.

Kazakhstan was selected as the host for 2026 by the Phygital International Expert Committee following a competitive international bidding process in late 2024. Kazsportinvest JSC – whose track record includes the Asian Winter Games 2011, 2017 Winter Universiade, and World Nomad Games. Astana 2024 – has been appointed to organize and deliver the event, bringing deep expertise in producing high-profile sporting competitions.

While the Games of the Future 2026 in Astana is still a year away, anticipation continues to build as Abu Dhabi prepares to host the 2025 edition from December 18 to 23. Following the successful debut of the tournament in 2024, Abu Dhabi is ready to deliver another unparalleled global showcase of phygital sports.

The event will blend the best of phygital sports and technological innovation, bringing together thousands of athletes and fans from the global phygital community, paving the way for Astana to carry the momentum forward in 2026.

Schools across the country bagged cash prizes of up to Ksh50,000 as the regional competitions of the Kenya Music Festival ended, with top honours awarded for creative performances that championed insurance adoption by rebranding it as a vital “vaccine” and a protective “ark” against life’s journey.

These messages align with this year’s KMF theme Enhancing the Creative Economy through Artistic Expression for Sustainable Development and reflect Equity Bank’s theme “Securing Lives Transformed and Wealth Created through Life, Health, and Wealth Insurance,” with the financial entity as the main sponsor of the festivals.

Educators at the festival championed the push for early financial literacy, arguing that these creative platforms are ideal for instilling crucial life skills. Abel Mariaka, a teacher and composer from CGHU Primary School, Starehe, stressed the necessity of starting early. “It’s important for them to save early because they need to prepare well for their future lives,” he said, adding that such planning is vital for covering future school fees amid inflation. As a composer, Mr. Mariaka also noted a significant shift in the festival’s creative themes, which now embrace topics like digital technology and finance. He sees this as a positive development, suggesting that even AI can be used as a tool to “encourage creativity and innovation among the students.”

John Njuguna, a trainer at Mirema School, echoed this sentiment, particularly on the subject of insurance. He stressed the practical importance of this education, arguing that it provides a foundation for future security. He noted that when today’s students face challenges like illness later in life, they can “rely on what you learned when you were young about the insurance.” Mr. Njuguna added that understanding that education has a cost and that insurance can help secure it is a vital lesson for learners.

Leading the charge at the regionals showcased across the country, Kyeni Girls High School, in a compelling narrative performed at the Chuka regionals, declared that “Insurance is your vaccine.” Their piece argued that just as a vaccine shield against illness, insurance provides a crucial defence against financial distress, covering everything from funeral expenses to ensuring “quality health without you.”

Echoing this sentiment of security, Mabe Twinkling Stars, a Primary School in Nairobi, showcased “The Ark” as their central metaphor for insurance. This ark, they explained, is a haven where individuals and their investments are protected from life’s storms. “Consider Insurance, for you never know when tragedy will attack,” they explained, highlighting the comprehensive nature of policies that cover everything from life and health to property and even work-related injuries. Their performance culminated in a powerful call to action: “Come on, come on. Let’s be assured we are insured.”

Meanwhile, Mtopanga Secondary from Mombasa championed insurance as a steadfast shield. Their recitations consistently reinforced the idea of protection and peace of mind. While preforming at Kenyatta High School Mwatate in Taita Taveta County, the high school students confidently declared, “We have removed worries. We are shielded with a shield.” This shield, they articulated, extends to various aspects of life, from ensuring financial stability in the face of illness – “It will treat cancer” – to covering funeral expenses and even providing for retirement and in times of crisis, will ensure families are not burdened.”

Mwenje Girls also detailed how insurance supports education, provides a comfortable retirement, ensures good health, and even offers support during times of disability.

With Ksh25 million sponsorship from Equity Group, the partnership has proven fruitful at the regional levels ending this July. The nationals, set to be held in Meru this August, will see top performers like Precious Blood Secondary School, Alliance Girls High School, Statehouse Girls, Meru School, St Martin Kaewa, compete for the final honors.
