Dramatic scenes unfolded in the capital Monday evening after police officers stormed City Hall in a failed attempt to arrest Nairobi Governor Johnson Sakaja, who is now reportedly on the run following a Senate-issued warrant for contempt of Parliament.

According to Regional Police Commander Issa Mohamud, officers were acting on a lawful arrest order issued by a Senate watchdog committee after Sakaja allegedly snubbed multiple summons to answer audit queries.

Police arrived at City Hall late Monday but failed to apprehend the governor, who is believed to have narrowly escaped moments before their arrival, raising suspicions that he may have been tipped off about the impending operation.

“We will not relent. We are conducting a night operation to ensure he is arrested and presented before the Senate by tomorrow,” Mohamud said, signaling an escalation in efforts to track down the embattled county boss.

The arrest warrant stems from proceedings by a Senate oversight committee tasked with examining financial and administrative conduct within county governments. Lawmakers had summoned Sakaja to respond to audit concerns, but he reportedly failed to appear, prompting the committee to invoke its constitutional powers to compel attendance.

The Senate has increasingly taken a hardline stance against governors who ignore its summons, warning that failure to comply undermines parliamentary oversight and accountability in the management of public resources.

In a related development, police have also been directed to arrest Samburu Governor Jonathan Lati Lelelit, who similarly failed to honour Senate summons.

Mohamud confirmed that officers are actively pursuing both governors, suggesting that the crackdown could widen if more county chiefs are found in contempt of Parliament.

A fresh governance storm is brewing over the apparent transfer of key Nairobi City County functions to the National Government, raising constitutional, legal and political questions about the future of devolution in the capital.

Reports indicate that garbage collection, public works and water services are currently being managed by the National Government.

However, no publicly gazetted Deed of Transfer has been presented, as required under Article 187 of the Constitution of Kenya.

Under the Constitution, transfer of functions between levels of government must be formalized through a written agreement detailing the scope of responsibilities, duration, financing arrangements, asset management, personnel deployment and accountability mechanisms. The process must also uphold public participation under Article 10.

In March 2020, former Nairobi Governor Mike Mbuvi Sonko signed a Deed of Transfer with then Devolution Cabinet Secretary Eugene Wamalwa, leading to the formation of the Nairobi Metropolitan Services (NMS). Four functions—Health, Transport, County Planning and Development, and Public Works—were formally handed over and gazetted.

Although NMS oversaw notable infrastructure improvements, its exit left unresolved bills estimated at Sh16 billion, gaps in asset inventories and unsettled human resource matters. The functions were later reverted to the County Government through a structured process spearheaded by the Intergovernmental Relations Technical Committee (IGRTC), which has since developed a procedural manual to guide lawful transfers.

Governance expert John Burugu says the current situation appears procedurally deficient.

“Transfers of functions are not political favors; they are constitutional processes anchored in Article 187,” said John Burugu.

“Without a gazetted Deed of Transfer clearly outlining financing, accountability and asset management, the arrangement risks legal uncertainty and administrative confusion.”

He questioned whether the County Assembly and Nairobi residents have been adequately consulted.

“Public participation is not optional. Article 10 makes it a binding national value. Nairobi residents deserve to know who is responsible for essential services and under what legal framework,” John Burugu stated.

Burugu further warned that failure to comply with statutory provisions, including those under the Urban Areas and Cities Act, could undermine institutional accountability.

“Nairobi is the capital city of the Republic. Governance decisions made here set precedent for the entire country. Transparency, legality and clarity must guide any transfer of devolved functions,” said John Burugu.

Tension gripped Mukuru kwa Njenga on Tuesday morning after running battles erupted between residents and police officers over demolitions linked to an alleged road expansion, forcing Nairobi Governor Johnson Sakaja to personally step in.

For hours, Embakasi South descended into chaos as bulldozers moved in to flatten structures within the densely populated slum, triggering fierce resistance from locals who accused authorities of attempting to evict them without notice, consultation, or compensation.

Witnesses reported a heavy police presence early in the morning, with dozens of hooded officers assembling at Villa Police Station before moving into the area, a clear indication that authorities were anticipating unrest.

By mid-morning, the situation had escalated into confrontations, prompting Governor Sakaja to rush to the scene alongside Embakasi South MP Julius Mawathe in a dramatic intervention that immediately stopped the demolitions.

Sakaja Codemns Mukuru Kwa Njenga Demolitions

Addressing angry Mukuru Kwa Njenga residents, Sakaja strongly condemned the demolitions, distancing Nairobi County from the controversial road works and blaming “unknown elements” for bypassing county procedures.

“No agency can purport to do work that belongs to the county without sign-off from the county government. We will not have that in Nairobi,” Sakaja declared.

The governor questioned how a feeder road, clearly under county jurisdiction, could be marked for expansion without the knowledge of the county’s planning committee, roads department, or the relevant County Executive Committee Member (CEC).

“Our planning committee is not aware, our roads chief officer is not aware, the CEC is not aware. Not even the President himself is aware,” he added.

Compensation Promised as County Apologises

In a rare public apology, Sakaja told residents the demolitions were “completely wrong” and assured those affected that compensation would be paid once proper consultations are conducted.

“The day we agree on access points, we will agree on compensation,” he said, revealing that the county had already compiled a list of affected residents.

He further raised serious questions after revealing that the institution responsible for the road had confirmed there was no need for additional road reserve, despite residents being forcefully removed from land they have occupied for decades.

MP Mawathe on Mukuru Demolitions

Backing the governor, Embakasi South MP Julius Mawathe dropped another bombshell, disclosing that consultations with the Kenya Urban Roads Authority (KURA) had ruled out any expansion of Catherine Ndereba Road.

“I was with KURA yesterday, and they said this is not their road. All authorities have confirmed there is no need for road expansion,” Mawathe stated.

Even more damning, the MP revealed that a court order is already in place stopping any expansion works, raising fresh concerns over who authorised the demolitions and why.

As calm slowly returned to Mukuru kwa Njenga, residents were left shaken, but defiant, demanding accountability for what they term as an illegal, traumatising exercise carried out under the watch of armed police.

With the county government disowning the project, KURA denying involvement, and a court order already in force, the Mukuru demolitions have now opened a new political and legal storm, one that could expose shadowy dealings behind Nairobi’s infrastructure projects.

Nairobi Governor Johnson Sakaja has reshuffled his county executive team, reassigning outspoken Chief Officer for Environment Geoffrey Mosiria to the Citizen Engagement and Customer Service docket in a sweeping shake-up announced on November 18, 2025.

The changes, communicated through a circular signed by Sakaja, take effect immediately and affect at least ten Chief Officers across key county sectors.

According to the governor, the redeployments are routine and fall within his legal mandate under Section 45(5) of the County Government Act, 2012.

Mosiria, who has gained a reputation for his hard-hitting enforcement style and viral TikTok videos documenting crackdowns on polluters and non-compliant businesses, has been replaced by Hibram Otieno. Otieno previously headed the Medical Facilities docket.

Although Sakaja has downplayed the move as “normal reassignments,” sources at City Hall say Mosiria’s outspoken nature and high visibility had unsettled some county officials who felt he was overshadowing the governor. His no-nonsense enforcement campaigns drew both public praise and internal discomfort.

In the reshuffle, Acting County Secretary Godfrey Akumali was moved from the Business and Hustler Opportunities docket to Housing and Urban Renewal.

Lydia Mathia shifts from Housing and Urban Renewal to Business and Hustler Opportunity, while Sande Oyolo leaves Digital Economy and Start-Ups to take up Otieno’s former role in Medical Facilities.

Other key movements include Wilson Gakuya’s transfer from Smart Nairobi to Digital Economy and Start-Ups, and Dr. Machel Waikenda, who will now oversee ICT Infrastructure in an acting capacity alongside the Mobility docket.

Renowned producer Clement “Clemo” Rapudo moves from City Culture, Arts and Tourism to head Smart Nairobi, replacing him with Zipporah Mwangi.

The executive shake-up came hours after the county announced the creation of six new administrative units—referred to as Boroughs—aimed at enhancing service delivery across the capital. The new Boroughs include Western, Northern, Southern, Eastern, South Eastern and Central, each headed by a designated manager.

Janet Waeni Kimeu will lead the Western Borough, John Saruni will head Northern, Darasso Luka Wario will take Southern, George Muga will oversee Eastern, Susan Wanjiru Gichamba will run South Eastern, and Charles Baldy Mabonga will manage the Central Borough.

In an internal memo, Acting County Secretary Akumali stated that the redeployments across the Boroughs, Green Nairobi Sector, and Built Environment and Urban Planning Sector were carried out in line with Sections 48 and 72(2) of the County Government Act.

The latest changes signal an ongoing reorganization within City Hall as Sakaja seeks to streamline county operations and assert stronger control over a team often marked by tensions, turf wars, and public controversy.

Nairobi County Senator and the United Democratic Alliance (UDA) gubernatorial candidate Johnson Sakaja can now breathe a sigh of relief in his quest to clinch the city’s top most political seat.

This is after the Independent Electoral and Boundaries Commission (IEBC) Disputes Tribunal on Sunday June 19, 2022 dismissed a petition challenging his gubernatorial candidature.

The Electoral agency which was hearing the petions filed against various candidates for a last day avered that it does not have jurisdiction to authenticate academic papers.

Sakaja has now been given a greenlight to contest for the Nairobi County gubernatorial seat in the upcoming August 9 General elections.

Also cleared to vie is the Wiper Party gubernatorial candidate in Machakos County Wavinya Ndeti.

The two candidates have been facing hurdles in their candidature over degree certificate hitch.

Several petitioners had moved to stop them from vying arguing that their degree certificates are not aunthicate.

Sakaja had presented a degree certificate from Team University in Uganda while seeking clearance to vie.

However , the degree was revoked days later by the Commission for University education.

The commission had tasked Sakaja to prove beyond reasonable doubts that he studied at the Saud University.

He had been asked to present, among other documents his school ID, proof of fee payment, a graduation photo, a graduation booklet, course work and the names of some of his lecturers.

He was to present the said documents by tomorrow Monday, June 20, 2022.

Nairobi Senator and the United Democratic Alliance (UDA) candidate for the Nairobi gubernatorial race Johnson Sakaja has allegedly been arrested.

Reports had indicated that Sakaja was arrested on Friday June 17, 2022 at the Directorate of Criminal Investigation (DCI) headquarters along Kiambu Road.

However, DCI in a statement denied arresting Sakaja. Instead, the George Kinoti-led body clarified that Sakaja had presented himself at the headquarters when he had not been summoned.

According to DCI, Sakaja presented himself after reports emerged in the media that he would be arrested any time.

He was however, allowed to leave the DCI Headquarters without the detectives taking any action against him.

Sakaja was facing arrest over forgery claims.

Earlier on, Nation newspaper had reported that Sakaja could be arrested any time for allegedly forging his academic papers.

The local daily had quoted DCI boss George Kinoti as having said that he will not allow frauds to be handed over the great city of Nairobi to run.

Kinoti had also linked Sakaja to an international crime syndicate.

Sakaja had presented an academic degree from Team University in Uganda, which has been a talk of the internet for sometime now as it was flagged to be fake.

Deputy President William Ruto has, however, defended Sakaja and said the issues surrounding his academic qualifications are nothing but a pure political witchhunt.

Ruto indicated that their political opponents have sensed defeat and have now resorted to intimidations and blackmail, which will not work.

Sakaja and Ruto allies have maintained that he will be on the ballot on August 9.

Bishop Margaret Wanjiru has dropped her quest to become the next Nairobi County Governor in the upcoming August general elections.

Instead, the former Starehe MP has opted for the Nairobi Senate seat.

She will now have to square it out with Karen Nyamu in the United Democratic Alliance (UDA) party primaries.

A leaked UDA party receipt that has gone viral shows that the Jesus Is Alive Ministries bishop had paid a total sum of Kshs. 125,000 as a nomination fee for Nairobi County senator.

Early February, the Nairobi gubermnatorial hopeful Senator Johnson Sakaja and Margaret Wanjiru brought a ‘Kenya Kwanza’ whistle-stop rally at the City Park to a halt after Sakaja’s supporters reportedly booed the woman of the cloth.

Bishop Wanjiru accused Sakaja of inciting his followers against her.

Sakaja did not address the allegations, but appealed to the crowd to allow all the candidates an opportunity to sell their agenda.

Wanjiru’s withdrawal from the gubernatorial race might have been influenced by coming together of the ANC, Ford Kenya and UDA parties to form Kenya Kwanza Alliance, which may prefer Sakaja.

George Kamano becomes the youngest aspirant eyeing to replace Johnson Sakaja as Nairobi’s senator.

The 30-year-old Real Estate Mogul had a sit down with elders hailing from Eastlands at his residence in Muthaiga and slaughtered 30 goats and gave gift hampers to the elders, where he shared his agenda for Nairobi and also received their blessings to contest for the Nairobi senatorial seat.

George Kamano also visited the youth in Kibera and Bahati area and awarded them goats for the festive season.

He further urged them to maintain peace and be vigilant during this political period and avoid being used by politicians who don’t have their interest at heart.

George Kamano also said that he is committed to push for bills that will change the lives of the common citizen and put money into their pockets and re-position the declining Nairobi as a business hub and tech hub but this can only happen if Nairobians put the city into the hands of those who have experience and understand what decisions need to be made to get us there, and he believes he is that person.

Kamano is the founder of a real estate company, a co-founder in a luxury car company, an investor in artificial intelligent in Tech and the founder of Kamano foundation, a charity based organization that has been doing food donation on a regular basis to families in the slums during covid period and had also previously partnered with the Apollo hospitals from India for a free cancer and spine medical Camp around December 2019 in Nairobi Ngumo opposite Kenyatta Market.

Kamano foundation also actively participated in free fumigation to small business and police station around Karen and Nairobi west and its environs.

Elgeyo Marakwet Senator Kipchumba Murkomen has broken his silence on threats issued by Jubilee Vice Chairman David Murathe against him, Nairobi senator Johnson Sakaja and Lamu’s Anwar Oloititip.

Murathe in an interview with The Standard had threatened to kick out of Jubilee party the three senators over their stand on the controversial County revenue sharing formula.

Murathe said the party would take disciplinary action against Sakaja and his colleagues for conspiring with fellow senators under the “One Kenya Movement” banner to shoot down the Senate Finance and Budgets Committee report.

Murathe accused the three of defying  the party position last week and sank its proposal.

“We are not yet done, we will deal with the senators for going against the party position. They will have themselves to blame for their parochial decisions. We will kick them out of the party. Read our party constitution, it gives room to deal with them,” Murathe was quoted by the local daily as having said.

He said whereas the other Jubilee senators from the affected counties had their grievances against the formula, Sakaja, Murkomen and Oloititip acted defiantly and maliciously given that they had no credible grievance.

But in response to the headline ran by the Standard on Tuesday August 4, 2020, Murkomen said the story confirmed that he was doing the right thing.

Seeming unshaken with Murathe’s threats, the former senate Majority leader said such headline can only confirm that the peace in his heart flows like a gentle river.

“When I see such a headline I am so assured that I am doing the right thing and the peace In my heart flows like a gentle river,” he tweeted.

Nairobi Senator John Sakaja, his Elgeyo Marakwet counterpart Kipchumba Murkomen and Lamu’s Anwar Oloitiptip now risk being kicked out of the ruling Jubilee party.

The party’s Vice Chairman David Murathe on Monday August 3, 2020 issued a warning to the lawmakers ahead of crucial Senate vote on county revenue formula.

Murathe’s warning comes after the three senators defied the party position and sank its proposal.

In an interview with the Standard, Murathe said that Jubilee party will take a disciplinary action against Sakaja and his colleagues for conspiring with fellow senators under the “One Kenya Movement” banner to shoot down the Senate Finance and Budgets Committee report.

“We are not yet done, we will deal with the senators for going against the party position. They will have themselves to blame for their parochial decisions. We will kick them out of the party. Read our party constitution, it gives room to deal with them,” he said.

Murathe said whereas the other Jubilee senators from the affected counties had their grievances against the formula, Sakaja, Murkomen and Oloititip acted defiantly and maliciously given that they had no credible grievance.

Sakaja and Murkomen led a group of seven senators from the counties that were gaining in the formula arrangement to oppose the vote, claiming they were doing so in solidarity with the devolved units that were losing.

Others were Kakamega Senator Cleophas Malala, Makueni’s Mutula Kilonzo Jnr, Sam Ongeri (Kisii), Philip Mpaayei (Kajiado) and Boniface Kabaka (Machakos). 

In the formula, 18 counties saw their allocation reduced from what they were receiving in the second generation formula, a matter that raised opposition.Sakaja is a former Uhuru’s TNA party chairman.

He said there was no party position on the matter, and that a party position would only be arrived at if members of a caucus debate an issue and agrees or disagrees but moves on with collective responsibility.

Yesterday, Sakaja woke up to banners displayed in strategic places branding him a traitor. On Twitter, a betrayal hashtag carrying his name was trending.

The senator, however, played it down, asking his followers to help “the keyboard warriors to earn their bread”.

Nairobi County Senator Johnson Sakaja has resigned as chairman of the Senate Adhoc Committee on Covid-19.

Sakaja has this morning presented himself at Kilimani Police station.

Sakaja went to the police station accompanied by Makueni senator Mutula Kilonzo jnr (in official governemnt vehicle) and Lawyer John Khaminwa.

He was released on a Ksh10,000 bond.

His lawyers say that he will be charged tomorrow but say the police have not revealed the charges he will face.

Sakaja also publicly apologized to Kenyans for going against the Covid-19 protocols.

Sakaja had been arrested on Saturday morning at a club in Kilimani, Nairobi for flouting Covid-19 safety guidelines.

Police found him at Ladies Lounge along Dennis Prit road while drinking in the company of 10. He was later released on a free bond and was to go back to the station and record his statement before being arraigned today (Monday July 20, 2020).

Police had started looking for him after he failed to record the statement. He had been given up to Sunday evening, but he did not show up.

He had allegedly switched off his phone and went into hiding.

According to Nairobi police boss Philip Ndolo, following his release on Saturday, Sakaja had promised to present himself to the police.

“He has not recorded the statement. I am sure he will be recording anytime. We don’t know his whereabouts. He said he would present himself to the police. We hope he will keep his word,” Ndolo was quoted by a local daily.

He was arrested with three others and according to a police report, he became unruly after being ordered to leave the nightclub. He incited the others into staying put.

The officer on patrol called Regional Orderly officer Mr Asambasa who approached the senator in vain.

Mr Asambasa too called Deputy OCPD Kilimani Adan Hassan who arrived with a team.

It is then that he became violent and put his hands up to be handcuffed.

After being taken into custody, Sakaja is said to have threatened to have the officers at the station transferred within 24 hours.

He also declined to be released on free bond. After reports of his arrest went viral, he took to social media to deny, saying that he had not been arrested, and will never be arrested.

Senate Speaker Keneth Lusaka has dismissed a petition by Nairobi County Senator Johnson Sakaja seeking to an emergency meeting with him over governor Mike Sonko’s troubles.

Lusaka while dismissing Sakaja’s petition said that the Super senator has no powers as per law to call for an emergency meeting with him.

Sakaja was seeking a special sitting with the senate to discuss Nairobi’s situation after governor Sonko being barred by the court to access his office.

Sakaja wrote to  Lusaka requesting him to urgently call for a special sitting of the senate to discuss the exceptional leadership situation in Nairobi.

Sakaja’s request is informed by the stringent bail terms given to Sonko that include not accessing his city hall office for the entire time of his trial.

In the letter, Sajaka says, quote, “ seeing that Nairobi does not have a deputy governor as is the case of Kimabu county where a similar direction has been given, serious concerns and questions have arisen as to how the county will be run in the interim period.”

Nairobi Senator Jonhson Sakaja has once again teared into Governor Mike Sonko over the state of affairs in the county.

On Thursday, during a live press conference, Sakaja alluded that the state of the Capital city was wanting, adding that the governor was involved in theatrics of fighting cartels yet the city was drowning in corruption and mismanagement.

He also stated that governor Sonko was ruling the county with impunity and demanded for accountability of billions of shillings tax payers’ money.

“The people are being treated to all manner of shadow boxing, dramatization ‘vipindiree‘ in the name of fighting cartels. Nairobians are demanding accountability of the billions of shillings that have been allocated to Nairobi annually,” he said.

Sakaja was accompanied by other legislators from different parties, who made it clear that Nairobi’s Growth Development Profit (GDP) contributes 60 percent in the economy hence the need to shun impunity and make progressive development.

The Employment Court has ordered the suspension of the appointment of Mary Wambui to the National Employment Authority.

The court, through Justice Hellen Wasilwa, on Wednesday, October 23, directed that Wambui should not assume office until a petition challenging her appointment is heard and determined.

The petitioner, the Kenya Young Parliamentarian Association, through its legal representative Mwenje & Karanja Advocates, argue that Mary Wambui is not qualified to lead the Authority as its chairperson.

The petitioner says the former Othaya MP does not meet the requirements set by Section 10(2) of the National Employment Authority Act.

One of the requirements that Section 10 (2) of the National Employment Authority Act stipulates is that the chairperson should “have at least seven years’ experience in human resource management or its equivalent”. According to the petitioner, Wambui does not have any HR qualifications.

Other requirements include: the holder must be a citizen of Kenya and is known to be a person of integrity.

The Kenya Young Parliamentarian Association chairperson, Johnson Sakaja, had instructed the outfit’s lawyers to lodge a legal complaint against Mary Wambui’s appointment.

Labour minister Ukur Yatani on October 14 appointed Wambui to the position of chairperson of the National Employment Authority, sparking criticism from Kenyans on social media, who argued the Jubilee Government has a penchant for recycling “elderly and failed politicians”.

 Mary Wambui, however, defended her appointment, saying she has what it takes to lead the agency.

“I got the post because I am better than those complaining. I have the qualifications and experience to run the office,” she said last week.

Nairobi Senator Johnson Sakaja wants appointment of former Othaya MP Mary Wambui to the National Employment Authority (NEA) quashed.

The Senator says the the appointment goes against the provisions of Section 10(2) of the NEA act.

‘I have asked her to politely decline this appointment’, Sakaja said in a statement.

The appointment of Mary Wambui and many other old people brought to sharp focus the issue of youth unemployment since last week.

Sakaja believe that Mary Wambui is no fit for the position and can serve Kenyans ‘in a different capacity’.

‘Hon. Mary Wambui Munene is known to me, as we served together in the 1 1 th Parliament as well as having been a member of The National Alliance party which I chaired. I have confidence that she has the ability to serve Kenyans in a different capacity but not as the vision carrier and Chairperson of the National Employment Authority. I therefore urge her to politely decline this particular appointment’, he wrote.

The Senator went a step further to file a petition to have the appointment revoked.

‘I have further instructed my lawyers as well as those of the Kenya Young Parliamentarians Association to file a petition this morning seeking to quash this appointment. The respondents of this suit are The Cabinet Secretary of Labour, The Hon. Attorney General and Hon. Mary Wambui Munene’, the statement concluded.
