A group of activists referring to themselves as “friends of Uganda” have filed a petition to the government of Denmark appealing for a suspension of funding to the Ugandan government over its human rights record.

In the February 14th 2024 letter to the Danish Minister for Development Cooperation and Global Climate Policy, Mr Dan Jorgensen, the activists are calling for an urgent suspension of funding to the Ugandan government and halting support for the environmentally contentious East African Crude Oil Project(EACOP).

“We write to express our deep concern regarding your past and the recent financial support extended to Mr Museveni’s regime by the Danish government, as reported in the meeting on January 24, 2024,” reads the petition in part.

“The substantial funds allocated, ostensibly for climate change and refugees, have raised alarm given the ongoing human rights violations, displacement, and environmental degradation associated with the East African Crude Oil Pipeline (EACOP) project in Uganda.” Adds the petitioners.

The petitioners allege that the EACOP initiative has been marred by egregious acts such as land grabbing, illegal displacements, and environmental harm since its inception in 2017. They also note that there have been disturbing trends of gross human rights violations, especially concerning the construction of the pipeline which has adversely impacted local communities, wildlife, and the overall climate. 

They also accuse the Kampala regime of misappropriating most of the financial support provided to the country, resulting in the purchase of arms, tear gas, and other tools of oppression, rather than addressing the urgent needs of the people of Uganda.

The situation, they claim, has led to the displacement of countless individuals, who now reside in makeshift camps under deplorable conditions without compensation for their losses.

Also protested is the recent request by Mr. Museveni for the Danish government’s support in the  ‘wetland reclamation program which they say “is deeply troubling.”

“ We must question the legitimacy of such initiatives and ensure that funds are directed towards transparent and accountable projects that genuinely benefit the Ugandan population,” 

“Numerous reports and documented cases highlight the severe human rights abuses, arrests, and illegal detentions of individuals advocating for their rights and protesting against the EACOP project. The lack of due diligence before extending financial support is a matter of grave concern, and we urge the Danish government to reassess its involvement in this project.” They submit.

In light of the above, the petitioners have, therefore, demanded the Ceasing of all financial support to Mr Museveni’s regime and the EACOP project immediately, a public declaration by Denmark that the country will not contribute further to the EACOP project and a commitment to advocate for other nations, including the UK, EU, USA, Germany, and others, to withdraw support for the EACOP project.

“The consequences of continued funding to Mr Museveni’s regime and the EACOP project are dire, with lasting effects on the human rights, environment, and future of Uganda. We implore you to act swiftly and decisively in the interest of justice, human rights, and accountability.” 

“For a comprehensive understanding of the situation, we encourage you to review the evidence we have compiled, including videos, pictures, and news articles, available through the following links,” the petitioners further appeal.

The petition also delved into the 2021 contested general elections which they claim was violent with President Museveni exerting a lot of undue brutality on opposition supporters, many of whom remain incarcerated to date. Based on the above, they are of the view that stringent conditions are put in place before advancing any more support to the regime in Kampala.

“Given the alarming documentary evidence by the BBC detailing President Museveni’s brutal actions during the 2021 presidential election campaigns in Uganda, it is imperative that conditions are established before providing any further funding to his administration. The ongoing reports of abductions, rape, torture, and murder indicate a clear violation of human rights in the country. To ensure that funds are utilised for the betterment of Ugandans and not to further oppress them, stringent preconditions must be implemented.”

“These conditions should prioritise the respect for human rights, accountability, and transparency, ensuring that the financial assistance serves its intended purpose and contributes positively to the well-being of the Ugandan people.” The petition further demands, with hope “that Denmark will stand on the right side of history.”

January 24, President Museveni met with the Danish Envoy, Mr. Dan Jorgensen, who is the Minister for Development Cooperation & Global Climate Policy, and his delegation at State Lodge Nakasero where he requested the Danish government’s support for his wetland reclamation program, which aims to address the issue of illegal rice growers in swamps that serve as important sources of rainfall in Uganda.

“I have a wetland reclamation program to encourage these illegal rice growers in swamps to relocate. They are there illegally, so I try to incentivize them. I wouldn’t call it compensation because they are the ones in the wrong. Therefore, if you can mobilize funding to incentivize them to leave the swamps and engage in fish farming on the periphery instead of the centre,” President Museveni explained.

In response, the Danish envoy appreciated President Museveni’s efforts and commitment to addressing climate change and refugee issues. He expressed Denmark’s willingness to support Uganda’s wetland reclamation program and contribute $95 million to help mitigate the effects of climate change and provide assistance to refugees.

This blog post explores the evolution of the Islamic State’s presence in the region, its historical roots, and the changing nature of its attacks.

Moreover, it delves into the regional dynamics involving Congo, Uganda, and Rwanda that contribute to the group’s survival and growth.

Historical Background

Originally known as the Allied Democratic Forces (ADF), the group was formed in the mid-1990s with support from the rulers of the Democratic Republic of Congo (DRC) and Sudan to counter Uganda’s influence.

The ADF comprised a merger of disparate factions, including former members of the National Army for the Liberation of Uganda and fighters from the Ugandan Islamic Salafi Foundation.

Over time, the group grew more Islamic, culminating in its acceptance as a province by the Islamic State in 2019.

Change in Strategy

Recent attacks by the Islamic State Central Africa Province have taken two distinct forms: terror attacks and assassinations in urban areas like Kampala, and heavy military-style assaults on civilians in Uganda’s border regions with the DRC.

The group has adopted traditional terror tools, including beheadings and suicide bombings, while attempting to assassinate Ugandan government leaders.

The attacks have expanded into Uganda, targeting schools and businesses in the border zone.

Uganda’s Response

In response to the increased attacks, Uganda intervened in Congo in December 2021 with Congolese approval. However, the offensive has not succeeded in ending terror attacks within Uganda.

Ongoing attacks from the M23, the largest guerrilla group in eastern Congo, add complexity to the situation.

The M23’s success on the battlefield and the resulting displacement of millions of refugees create a chaotic environment that the Islamic State Central Africa Province exploits.

Challenges and the Way Forward

The regional rivalry between Congo and Rwanda, coupled with long-standing mistrust, provides fertile ground for the Islamic State’s local outfit.

To counter this threat, genuine regional cooperation and trust must be fostered.

This involves sustained attention to the conflict in Congo, active efforts for dialogue, and a focus on resolving unrest in the Uganda-Rwanda-DRC border areas.

International actors must remain engaged to ensure lasting stability in the region and address the roots of nearly three decades of conflict in the Congo.

The World Health Organization has warned Kenya to be aware of fake Covid-19 vaccines that are still circulating in Uganda.

WHO has urged Uganda’s neighbouring countries to be on the alert.

According to WHO, the products are falsified AstraZeneca vaccines which Serum Institute of India, manufacturer of the genuine ones, has confirmed to be fake.

“The falsified products were reported to WHO in July and August 2021,” WHO said in a statement.

“WHO requests increased vigilance within the supply chains of countries and regions likely to be affected by these falsified products.” 

No falsified vaccines have been reported in Kenya so far, but some health facilities have been charging illegally for the free vaccine, the Ministry of Health says.

“The DCI has moved in some facilities that have been illegally vaccinating people for Covid-19 and charging them for that vaccination and I would like to tell Kenyans that such exercises that are going on are illegal,” Health CS Mutahi Kagwe said last month when the fake products were first reported in Uganda.

He warned Kenyans against getting the Covid-19 vaccine from unauthorised facilities, especially those that claim to offer Covid-19 certificates.

“Chances are that you are not even being vaccinated with proper vaccines. There is every possibility that you are even being vaccinated with water and paying for it and therefore I want to warn the country and Kenyans at large first, vaccination in Kenya is free, nobody should be charging you for it,” he added.

The WHO requested authorities in Uganda and neighbouring regions to increase alertness.

In Kenya, all vaccines have so far been imported through the Covax facility and are administered in centres listed by the ministry.

In Uganda, the falsified vaccines were brought in when infections were high at 1,700 cases daily and there was a shortage of vaccines.

Last week, the Uganda State House Health Monitoring Unit, and the police revealed that over 800 people got injected with water, according to tests done by the country’s Directorate of Government Analytical Laboratory.

Days after Deputy President William Ruto aborted his trip to Uganda, the Yoweri Museveni-led country has issued a statement to clarify the circumstances surrounding the incident.

Ruto was set for a private trip to the neighbouring country on Monday, which was to be his second trip in a month but was blocked by immigration officials at Wilson Airport.

After waiting for clearance for about five hours, the DP is said to have given up and returned to his office.

Ruto’s communication secretary David Mugonyi said Ruto was asked to seek clearance from the Head of Public Service and Secretary to the Cabinet Joseph Kinyua.

The incident stirred mixed reactions, with some Kenyans arguing that Uganda was meddling into Kenya’s affairs.

However, Uganda in a statement has said that it had not arranged any protocol for DP Ruto.

Uganda’s ministry of foreign affairs said the Protocol Department has no record that there was a request for them to provide protocol services to Ruto.

“I was not informed by the chief of protocol being requested by the Kenyan High Commission in Uganda to provide protocol services to the Deputy President,”  State Minister for Foreign Affairs Okello Oryem said.

Oryem said Ugandan foreign policy is very clear that they don’t interfere in the internal affairs of any country whatsoever.

“We have no authority, we have no power over Kenyan government, they have their own reasons why they prevented Ruto from coming to Uganda,” he said.

during an interview with Inooro FM on Wednesday, Ruto said he has previously travelled without obtaining clearance.

“What happened at Wilson is part of the onslaught on me in the supremacy fights in the ranks of Jubilee,” the DP said.

The deputy president said he has been sidelined in government for quite some time.

India is now feeble ,with it’s population reducing each day. The variant that hit them is furiously snatching over 3600 Indians in a single day taking india to a tally of over 18 million infections. The number of deaths recorded on Thursday was the largest since the pandemic started.

We are overwhelmed” leaders expressed tension over the situation explaining that the morgues are overwhelmed with bodies. Grave diggers are noted to work on a 24/7 schedule as the numbers increase beyond the estimated numbers.

Notable hotels and railway couches in the country have been momentarily turned into care facilities in efforts to manage the big number.

Experts and researchers are afraid that the real number of deaths and infections is more than what they report ,a good reason for other countries to get alarmed and cautious.

Doctors and nurses explained that they don’t take breaks. “We are totally filled”.

Patients gasping for oxygen ,are strewn in trolleys between the filled beds as others succumb to the virus at the htospitals foyer.

India’s prime minister, Narendra Modi is facing squirms for permitting political rallies and religious festivals amid the seriousness of the pandemic.

The deadly variant has been reported in Uganda and Romania. No case has been confirmed in kenya yet.

India is amongst the biggest producers of vaccines though it’s depending on aid from other nations to attend to the 800 million needed. The army has showed efforts in the supply of oxygen to the hospitals.

The african union has summoned other african nations to tighten their measures as the variant is furious. On May 8 the organization will meet its members to address the issue.

Even with the shocking number of deaths in india , it still comes third in number of infections after Brazil and united States .

Kenyan truck drivers are now using short cuts to get the neighboring Uganda so that they can run away from being screened for Covid-19, details have emerged.

Kimilili Member of Parliament Didmus Barasa Thursday night took to his social media accounts to reveal the route the drivers are now using to get to Uganda, just for them to run away from screenings at the Malaba boarder.

According to the lawmaker who is allied to Jubilee’s Tanga Tanga faction, the drivers have now opted to using lwakhakha/kimilili / mayanja road to get to the Yoweri Museveni-led country.

The lawmaker who protested the move by the drivers said it is unacceptable, arguing that the Bungoma County Commissioner might be sleeping on his job.

The lawmaker went ahead to reveal that his constituents are now contemplating to torch the drivers, and that he had run out of energy and tactics to beseech them not to do so.

The lawmaker suggests that the truck drivers should be forced to go back to Uganda and use the correct route of kanduyi-malaba boarder.

“It’s frightening tha truck drivers are running away from being screened and instead opting to using lwakhakha/kimilili / mayanja road this is not acceptable at all.The commissioner is sleeping on his job. The truck drivers should be forced to go back to Uganda and use the correct route of kanduyi malaba my people are conterplating torching them,I have run out of energy and tactics to beseech them not todo so,” he tweeted.

On Tuesday,  Ugandan Ministry of Health confirmed three more positive Coronavirus cases from among Kenyan truck drivers.

This came after six other tested positive last week an repatriated back to the country for medical care.

The drivers had registered a complaint that they were being subjected to mandatory tests at the Malaba border point and being detained in Uganda for long periods of time.

The total number of Kenyan drivers who turned positive in Uganda is now at 17.

Up to date, a total of 37 truck drivers have tested positive, with 14 from Tanzania, four from Uganda, one from Burundi and the other one from Rwanda.

The Ugandan Ministry of Health on Tuesday confirmed three more positive Coronavirus cases from among Kenyan truck drivers.

The three were found to have the infection after being tested in Uganda, bringing the country’s total number of cases to 97.

This comes after six other tested positive last week an repatriated back to the country for medical care.

The drivers had registered a complaint that they were being subjected to mandatory tests at the Malaba border point and being detained in Uganda for long periods of time.

This brings the total number of Kenyan drivers who turned positive in Uganda to 17.

Up to date, a total of 37 truck drivers have tested positive, with 14 from Tanzania, four from Uganda, one from Burundi and the other one from Rwanda.

While responding to the concern, Health CS Mutahi Kagwe on Tuesday asked the truckers to ensure they are tested in Mombasa and given a certificate to present at Malaba to avoid inconveniences.

“That is the agreement we have with the Ugandan and Rwandan governments on this. If you are ferrying goods from Mombasa to Uganda then you must be tested in Mombasa so that you are certified to travel. If you avoid being tested in Mombasa then you will definitely be delayed at the border because they will have to test you on the Ugandan side,” he clarified.

 As Covid-19 continues to bite the economy of most nations around the globe, some African lawmakers have resolved to distributing food among their constituents, to save them from this hard times.

In Kenya, several Members of Parliament have been on the front line distributing food to their people. Embakasi East MP Babu Owino and Lang’ata’s Nixon Korir are among the lawmakers that have shown this commitment so far.

However, the case looks different in the neighboring Uganda.

Police in Mityana District, Uganda on Sunday evening arrested Mityana Municipality MP Francis Zaake for allegedly distributing food to his starving constituents.

The Wamala region police spokesperson, Rachel Kawala, said the MP was arrested on allegations of distributing food items to constituents in Buswabulongo, Busimbi Division in Mityana municipality contrary to the presidential directives.

Police said the MP had also flouted measures and guidelines of the Covid-19 national taskforce, led by Prime Minister Ruhakana Rugunda, on food distribution to vulnerable people.

“Today evening at 6 pm, we arrested the honourable Member of Parliament and he is kept in our custody at Mityana central police station for defying the president’s directives,” Ms Kawala said.

She said more details would be provided later by police spokesperson Fred Enanga.

The MP’s arrest comes hours after he posted that it was his conviction that government could still deal with starvation without “thieving” from the poor.

“I have been clandestinely giving out relief food items to my constituents, this I will not stop doing. In the same spirit, today we have successfully shared more food items in Mityana,” he said.

About four hours later, the MP tweeted that his home had been raided by security operatives.

“The tormentors have broken into my home, they are breaking every door of my house searching to arrest me for the crime of sharing food with starving people. Sad!” he said.

A prison warder from Mpigi District in Central Uganda has been arrested after she lost an AK-47 rifle assigned to her.

Police say that Hadijah Katono was chatting on WhatsApp on Monday afternoon, when the firearm was snatched from her.

According to Daily Monitor, Katono had been deployed to guard prisoners in Mpigi Town Council, when a man armed with an arrow tip-toed to where she was, slapped her twice, picked the weapon and escaped into a nearby forest.

“It’s unfortunate that we haven’t recovered the gun (AK-47) yet. Our preliminary investigation shows that the prison wardress was on WhatsApp before her gun was stolen,” Mpigi District police boss, Joab Wabwire, told Daily Monitor.

The news outlet reports that cases of insecurity are rampant in Mpigi District.

Katono was arrested and detained at Mpigi Central Police Station as investigations into the loss of the firearm continue.

Ugandan Police and military on Tuesday night pitched camp at Musician and opposition politician Robert Kyagulanyi alias Bobi Wine’s home in yet another move to put him under house arrest.

According to Bobi Wine, police surrounded his home and private property, One Love Beach Busabala from 11:00 pm on Tuesday.

The People Power leader says the police have intentions of putting him under house arrest and block his planned Independence Day Concert, which is 156th concert in Uganda so far.

Bobi Wine has accused the Yoweri Museveni-led government for denying him right to sing and perform in his own country.

“Since 11:00pm, police & military surrounded my home & my private property, One Love Beach Busabala, in yet another move to place me under house arrest & block our Independence Day music concert. 156th concert so far! For singing truth to power, I can’t perform in my own country,” reads Bobi Wine’s post on twitter.

The inspector general of police Martins Okoth Ochola had earlier on canceled the Kyadondo East MP’s music concert.

Ochola in his letter dated October 2, but released on Tuesday to Kampala Metropolitan Police (KMP), said Kyagulanyi did not consider the preparatory plans for medical care, traffic control, crowd control and security. 

“The serves to inform you that the notice to the inspector general of police has remarkably deficiencies, which do not guarantee lawfulness, safety, security for the public and organisers,” reads Ochola’s letter by AIGP Asuman Mugenyi. 

Kampala Metropolitan police spokesman, Patrick Onyango, quoting Ochola’s letter said police in Kampala won’t be in position to provide adequate security since police officers will be at the independence celebrations in Sironko and other authorized venues. 

Kyagulanyi had scheduled a music show dubbed ‘Osobola’ at his One Love Beach in Busabala in Makindye Ssabagabo Municipality in Wakiso district.

The 9-year-old female of Congolese origin who was confirmed of Ebola in Kasese, Uganda has died today (Friday) at Bwera ETU.

Her body will be sent back to Congo today for burial.

The 9-year-old Congolese girl had travelled to Uganda with her mother to seek treatment. The girl is believed to have entered the country through the Mpondwe border crossing in Bwera, Kasese on Wednesday.

The girl was identified at the border crossing during screening where she presented with high fever, body weakness, rash and unexplained mouth bleeding.  She is receiving treatment at the Bwera Ebola Treatment Unit.

Dr Joyce Moriku, the State Minister for Health in-charge of primary health care has asked all Ugandans to cooperate with health protocols.

“Cooperate with health workers, immigration and security officials to ensure effective screening at entry points to stop the spread of Ebola to other parts of the country.”

This is the fourth confirmed case of Ebola since the deadly disease was declared in DRC in  August 2018.  The first three cases and deaths included two boys and their grandmother who had previously travelled to DRC to bury a relative.

To date more than 2,000 Congolese have been affected by the disease.
