Education Cabinet Secretary Prof. George Magoha has revealed how the government will recover learning period lost as a result of Covid-19 pandemic.

The no-nonsense CS says that the government is planning to shorten the second term mid-term break and August holiday to recover the the time lost.

He says should schools be re-opened within the next one month as expected there will be a loss of seven weeks on the school calendar.

According to the Education CS, to ensure completion of the syllabus within the scheduled time, the second term mid-term break will be shortened by four days and the August holiday by two weeks.

The Ministry says it will further adjust the school day to have longer learning hours.

“The outbreak of Covid-19 pandemic in Kenya led to the closure of schools on March 15, 2020 three weeks earlier than scheduled. The Ministry has further extended the reopening for the second term by one month effective from May 4, 2020. The net effect is the loss of seven weeks of school calendar,” said Prof. Magoha.

He made the revelation while responding to queries by Parliament on various measures taken by the Education Ministry in the wake of the Covid-19 pandemic.

The Central Bank of Kenya (CBK) has today released Shs 7.4 billion to support Government efforts to contain the spread of Coronavirus in the country.

Speaking at State House, Nairobi, during President Kenyatta’s meeting with the private sector, CBK Governor Dr Patrick Njoroge said the money was gained from the mop-up of the old 1000 shillings bank notes.

“As you recall in September last year we concluded the demonetization of our currency relating to our old generation one thousand bank notes. That matter was concluded and as a result of that, Shs 7.4 billion worth of bank notes never came back to the system.

“That money would have been held by people who, for whatever reason, did not want to subject themselves to the checks that were in place. So most likely this was money that might have been illicitly acquired through the various channels that we have talked about in other forums,” the CBK Governor said.

Dr Njoroge said the bank is giving back the money to boost the government’s efforts to combat the Coronavirus pandemic.

President Kenyatta thanked CBK for the contribution and directed Treasury Cabinet Secretary Ukur Yattani to ensure the money is used to support Kenyans to overcome the current health crisis.

“That money goes to help our health facilities and our health workers,” the President said.

He added: “That again is something we appreciate and this is what I mean when I say Kenyans working together can achieve miracles.”

During the meeting, the President announced a further Shs 1 billion allocation by the Government for hiring of more health workers needed to increase the country’s capacity to deal with the Coronavirus pandemic.

He said the additional funds will ensure the government brings on board enough manpower to support those already in the field working to save lives.

The President’s meeting with the private sector representatives discussed a raft of other measures being taken to cushion the country from the effects of the Coronavirus pandemic.

Key among the interventions is an announcement by the Head of State that outstanding VAT refunds and pending bills would be settled within 30 days.

The President said VAT refunds and settlement of pending bills will help improve cash flow and keep businesses afloat.

“Critically, we all recognize that the volume of business has gone down. We need to ensure that we have cash flow to be able to keep ourselves afloat as we go through these trying times,” the President said.

He said the Government had lifted a ban on its entities from holding conferences and seminars in private hotels so as to keep the hospitality sector vibrant.

“As you are well aware we had put a ban on government officials holding meetings in hotels and said only government institutions are the ones to host various seminars by government.

“Again we have lifted that temporarily until this is over so that our hotel beds get occupancy and you in turn are able to keep your workers employed,” the President said.

Once again, the President thanked the media for its leading role in information dissemination and public health education on the Coronavirus pandemic.

He said the media had distinguished itself as a valuable partner in efforts to contain the spread of the virus.

Following yesterday’s directive, the Head of State said the Government had released 400,000 litres of ethanol, impounded by the multi-agency team on contraband goods, to oil companies for the blending of hand sanitizers to be distributed free of charge to the public.

On its part, the private sector, through the Kenya Private Sector Alliance (KEPSA) Chairman Nick Nesbitt and CEO Carole Kariuki, committed to continue protecting Kenyan employees against job losses and safeguarding SMEs from the adverse effects the current crisis by ensuring business and supply chain continuity.

The private sector further committed to prioritize the health and safety of employees, communities and health workers through increased Corporate Social Responsibility activities. The meeting was attended by several Cabinet Secretaries among other senior Government officials.

Earlier, the President held talks with representatives of the Export Processing Zones (EPZ) Apparel and Textile Sector during which he commended the sector for their efforts in minimizing job losses during this crisis period.

Jubilee Party Secretary General Raphael Tuju has been involved in a road accident.

Tuju was on his way to the late former head of state Daniel Moi’s funeral in Kabarak, Nakuru County.

The accident occurred at the Magina area on the Nakuru-Nairobi highway.

Scene of the accident photos show his mangled official car  after it collided with a Matatu.

Latest details show that Tuju alongside his driver have been airlifted to Nairobi for treatment.

Bungoma county healthcare workers have been called upon to work and serve the community with passion and commitment.

Speaking at Mabanga where 187 recruited health care staffers were receiving their appointment letters, Governor Wangamati congratulated them and emphasized on them being committed to work hard and tirelessly towards the success of the service delivery in the health centers of Bungoma county.

“Health is so crucial in service delivery in this county and health services are real you can’t wait so please just do your best. Serve the county, serve the people of Bungoma county, “said governor Wangamati.

He further noted that through his leadership, those who will do well will be given an opportunity to grow in the county government but also cautioned those who will bore no fruits that they will have a problem.

“You have been given an opportunity, you must work and ensure that at the end of the day you are doing well at your work place and our commitment to you is that when you do well you will have an opportunity to rise within the county government and within the ministry of health,” he said.

He assured the residents of Bungoma that more funds will be directed into health which will see some projects finished like building 100-bed capacity hospitals one in Bumula and another one in Naitiri.

He expressed his satisfaction towards the coming up of devolution noting that it’s the best thing that ever happened in Kenya.

“The best thing that happened to Kenya is the 2010 constitution. A shilling spend at a national level compared to a shilling spend in the county government, a shilling in the county government level is more accountable and more transparent because at the county there are so many eyes looking at that shilling where its being spend.

“It is what is revoking us to vote in the building bridges initiative because we want more resources to come down for it will make it easier in increasing resources from national government to county government.

“When am here as a governor I understand the issues of Bungoma county better than a cabinet secretary sitting in Nairobi and so accountability and transparency is better at the county level and that’s why we are emphasizing on voting in BBI,”he noted

After the colonization of Africa by the white man Africans started struggling to attain  self Independence by the help of freedom fighters .Pan Africanism was everyday dream and vision.

The rule of the white man was accompanied by many problems and difficulties such as slavery,forced labour,high taxation and death of some African leaders .

This  difficulties made Africans to unite for a common goal, decolonization of Africa for over 50 years.
It is the desire of every African that he /she lives in a Continent where peace , security  and harmony are key factors.

This key factors will ensure that Africans interact freely socially ,politically and economically .A continent where   human rights are respected and Justice is observed.

Both men and women should have an equal say ,no gender should be superior to the other.A continent where children ,youth, women  , people living with disabilities and the elderly  are taken good care of.

Corruption and misuse of public funds are  among the major  vices Hindering development in many parts of Africa. In other words, ways should be embraced to eliminate these vices to enhance development .

Good educated leaders  with integrity should be elected  to avoid extravagant and careless leadership.

Transparency in leadership ,good governance and democracy should be enhanced so that citizens can understand why somethings are being done in a particular way.

Good and affordable learning institutions should be established with good learning equipment that are required to make education successful and beneficial to everyone ,good housing system to avoid overpopulation in some areas and good ways of waste disposal.

Education to all africans will reduce the high illiteracy rate  in the continent and ignorance . Education equips people with different skills ,these skills in return help people in serving different sectors of the economy.

These institutions will also help students from different parts of the continent to interact freely without fear and share different ideas that will gear to development  of the education sector.  

An intra-trade should  introduced  where Africans exchange goods to improve the economic status of Africa .A central bank to be introduced  with a common currency to enhance development in every part of Africa.

Waste products to be recycled into  useful non pollutant products to avoid pollution of the environment.

Infrastructure  should be improved to ensure that  all economic and social activities are conducted in each part of Africa successfully.

Network connectivity should also be enhanced in the rural areas to ensure  information reaches all sectors of the continent not only in the urban areas. 

Every employer to ensure that there is good working conditions  for their employees.Good working conditions includes ,  the environment  the employee is working from, if it is suitable for the employee to work From there , reasonable salary or a wage  ,reasonable time with accordance to the amount of work being done  and security to enhanced in that area of work .

Health services is another concern  to be taken seriously.Drugs for HIV and Aids should be available in every hospital   and supplied from time to time to ensure that there is no shortage.

People suffering from HIV virus to be educated on self acceptance to avoid suicide cases. They should also be educated on the consequences of not using the drugs and to be encouraged regularly to be able feel accepted in the community.

In case of any case of a person discriminating a person living with HIV and Aids  they should be punished to avoid stigmatization  and to act as a lesson to those who are also thinking or trying to mistreat HIV patients.

Emerging diseases should be responded to quickly to ensure that we don’t lose a large  population of people.Health services should be made cheap and affordable for every citizen.

Africa should also be a Continent where citizens have freedom of speech   without fear or torture.Every citizen should have a right to contribute to public matters affecting the continent.

A forum  to be established to ensure that there is progress in Africa and to ensure that there is justice. Evaluation of progress in Africa should be conducted at least once per year.

A sex scandal involving Prophet David Owuor’s former bishop and women in the Repentance and Holiness Ministry has emerged.

Bishop Joseph Gitonga — Owuor’s long-term personal assistant and head of security — has since been expelled from the church.

Gitonga, who was serving as the Bishop of the Kasarani branch, was ex-communicated on Sunday after several women in the church claimed they had been having sex with him.

Gitonga was the second most powerful person in the ministry after Prophet Owuor who is adored by the faithful as ‘the Mightiest Prophet of the Lord’.

He was among the few church top brass who had direct contact with Owuor and served as the link between the prophet and other bishops.

Gitonga managed several church projects and coordinated programmes and events including the crusades the prophet has been having across the country.

“This is an official communication that you Joseph Gitonga are forthwith excommunicated from the glorious Ministry of Repentance and Holiness with immediate effect together with your family and you are not allowed to congregate with this holy ministry of the Lord,” reads a notice authored by senior archbishop John Litunda.

The notice was copied to the National Council of Bishops — the church’s top decision making organ and all pastors.

Lawyer Okongo Omogeni, speaking on behalf of the National Council of Bishops, confirmed the excommunication of Bishop Gitonga.

“There were indecent sinful acts that were taking place within the church that led to his expulsion. There were victims who confessed, that is why the Bishop and the board met to take that action,” he told the Star.

However, several attempts to get a comment from Bishop Gitonga were futile as he did not respond to three messages and several calls to his mobile phone.

The prophet intervened in the matter after some members of the Kasarani church complained to him about  Gitonga’s alleged actions.

During the service, the women narrated how Gitonga had been praying and smearing anointing oil on every part of their bodies including their private parts.

The Star has obtained exclusive audio clips of the women’s confessions during one of the Sunday services.

“ … Akaenda na akaniombea bila nguo. Alinipaka mafuta mwili mzima mpaka sehemeu za siri. Akatoa mwili yake, sehemu yake ya siri… (loosely translated as…..he prayed for me while I was naked. He smeared the anointing oil in my entire body including private parts before lowering his pants….” a woman is heard confessing.

In another clip, a woman who had problems in marriage is heard saying she had sex with Gitonga in his Langata home.

“Nilikua napitia shida kwenye ndoa yangu, nikapigia bishop akaniambia niende kwake, mahali alikuwa anaishi Langata….. bishop akakuja chini usiku kama saa tano akaniambia anataka kuniombea akaniambia nitoe nguo zote akachukua anointing oil akapaka kwa mwili wangu yote nikiwa uchi. (I had marital problems and I called bishop and he told me to visit his home in Lang’ata. He came down at about 11 o’clock and told me to remove my clothes…….” .

On Tuesday, the Star managed to reach one of the women who was only identified as Caro.

She declined to comment on the incident and whether she had reported to the police.

Instead, she asked the Star to speak to the church leadership. “I cannot talk about it right now. Maybe you come [to church] on Sunday. You talk to the higher authority. They will give you the whole information,” she said.

Immediately after the Sunday service, Litunda sent out a notice to all bishops warning them against sharing the confessions with anybody “as the enemy may take advantage of it”.

When reached on Tuesday, Litunda said he was in a meeting and promised to call back. He had not called back by 7pm yesterday despite several phone calls seeking comment.

Three other bishops, who are the members of the National Council of Bishops, declined to comment and referred reporters to senior archbishop Litunda.

Some church members claimed the women could have been coached to lie against Gitonga.

On Wednesday, the Kasarani church had been  brought down under unclear circumstances. When the Star visited the place, the tent had already come down.

Youth and  church members were loading the tents and other equipment into a white canter.

“We have guns, we can shoot you. Try what you want to do you and you see,” a man told the Star photographer at the scene.

Two bishops oversaw the exercise.

Last Sunday, bishops headed by Litunda went to the Kasarani church to instal Erick Simiyu as the new bishop.

A section of KNUT officials on Thursday stormed the union’s headquarters and demanded the removal of Secretary General, Wilson Sossion.

The situation, which was getting out of hand, had to be managed by the police, who fired teargas canisters the teachers.

The police later tried to calm the situation in the area.

During a press conference held on Wednesday by Sossion, he directed that the union offices would be closed from August 28 to September 23.

He went ahead and postponed KNUT’s NEC meeting that was supposed to be scheduled for Thursday. 

” Within my power as secretary general given by the constitution, I did postpone the NEC meeting,” Sossion stated.

 The KNUT boss also announced that he would only step aside if voted out by delegates.

“I’m not quitting…I’m not quitting…and I cannot be removed. Forget about it, no matter how much money they use, I am not on trial. I will only go home if the delegates say so,” he remarked.

Former Transport Licencing Board (TLB) chairman Hassan Ole Kamwaro has succumbed to Cancer while receiving treatment in America.

Kamwaro has been suffering from throat cancer – Lymphoma (cancer of the lymphnodes).

His family has confirmed the death. His daughter Jedidah Kamwaro has confirmed.

National Environment Management Authority has closed Sameer Agriculture and Livestock Limited for discharging untreated wastewater straight to the public sewerage.

The company is a milk processing plant, which produces Daima Milk and other dairy products.

Officials from Nema raided the facility which is located in Industrial Area in Nairobi on Tuesday to access its operations.

“We have to close down this facility because they are discharging untreated wastewater bypassing the treatment plant,” Ag. Director General Mamo B.Mamo said.

The company’s Managing Director managed to escape before Nema officials arrived at the scene.

The company’s Cooperation Manager was arrested for discharging untreated effluent into the Nairobi Sewer that results in the pollution of Nairobi River.

Addressing the media after the closure, Mamo said the exercise will continue, putting on notice companies that are discharging untreated waste.

“We want to put all those facilities polluting our rivers on notice that Nema is not going to stand and wait for you to pollute our rivers. We will continue with this exercise and ensure that our rivers are clean,” he added.

Nema said the company failed to follow the Water Regulation Act of 2013 by discharging the waste directly to the river.

Details have emerged of some 90,000 teachers who have pulled out of the Wilson Sossion-led Kenya National Union of Teachers (Knut).

This follows an ongoing tiff between the union and the teachers’ employer, TSC.

According to the Standard, the fear of being locked out of the ongoing promotions and the looming deduction to recover monies paid to KNUT members following implementation of Collective Bargaining Agreement two years ago is behind the mass exit.

The local daily further understands that the matter has further been complicated by primary school heads, who lead institutions with majority membership of Knut, disowning the union’s push to fight for them, further isolating the union.

Secondary school heads and the rival Kenya Union of Post Primary Education Teachers (Kuppet) have openly sided with the Teachers Service Commission (TSC), casting Knut as a lone ranger in championing teachers’ issues.

According to Sources within Knut leadership ranks who spoke to the daily on Saturday, the likelihood that TSC may not honour any meetings with the Knut leadership to push for teachers’ benefits has further driven away members.

The tutors’ employer deregistered Knut Secretary General Wilson Sossion from the teachers’ roll, arguing that the teachers’ code of conduct and ethics required them to maintain political neutrality at all times and not act in a manner that may compromise or be perceived to compromise their neutrality.

The decision to strike Sossion off the roll has split Knut leadership down the middle, with a crisis meeting called last week to plan for his ouster in the special National Executive Council (NEC) meeting postponed to next Thursday.

“We are in a tight corner as a union because we are unable to even run operations at the branches. But we have one last chance to rescue the union from collapse this week during the NEC meeting,” said a high-ranking Knut official.

The number of members who have exited Knut could be higher as more teachers continue to exit the union citing stalled benefits of the Third Phase of the Sh54 billion Collective Bargaining Agreement (CBA).

Last month, TSC ran a parallel payroll, locking out all the 190,000 Knut members from the benefits of the CBA signed in 2016.

TSC said it was complying with an order issued by Judge Byram Ongaya that set aside Career Progression Guidelines rolled out in 2017 and reverted to the old Schemes of Service to guide promotions of all teachers under its payroll.

The Commission adopted career progression guidelines in 2017 to enable the implementation of the job evaluation exercise and the CBA that were signed in 2016.

It also emerged that the impending recovery of the monies already paid to Knut members after implementation of the 2016 CBA has further necessitated the mass exit.

Homa Bay county commissioner Harman Shambi has urged night runners to suspend operations during the census which runs between August 24 and August 31.

“The census exercise needs to cover all Kenyans. I appeal to night runners, if there’s any, to suspend their work,” Shambi said.

Addressing journalists on Friday in his office, Shambi also called for suspension of evening and night prayers during the census.

“Night prayers are out of bounds, just like clubs and bars which will be closed this Saturday and Sunday evening. We don’t expect people to hold any gathering that can interfere with the census,” Shambi said.

He warned alcohol consumers against resorting to drinking chang’aa after bars are closed.

The county commissioner assured residents living on Victoria Island that modalities had been put in place to ensure they are counted.

He said they had hired speed boats which will be used to transport equipment from the mainland.

“Let the island residents not feel they will be left out. We have the requisite modalities in place to enable them to be counted like their counterparts on the mainland,” Shambi added.

He warned masqueraders against taking advantage of the census to perpetrate crime.

The administrator said security officials will be patrolling the county to ensure everybody is safe.

“There are people who may attempt to masquerade as census officials to perpetrate robbery and other forms of crime. We will catch up with them,” he said.

Francis Wangusi now insists he is still in charge at the Communications Authority defying a decision by the agency’s board to replace him after his term came to an end on Wednesday.

Wangusi said on Thursday he will not hand over to the authority’s Director of Legal Services, Mercy Wanajau, who was named the Interim Director General by CA Board Chairperson Ngene Gituku.

According to reports by several local dailies, Wangusi said that the board rejected Wanjau’s appointment.

“It is sad that a few people with selfish interests are forcing a person to head such a vital government institution,” Wangusi said.

He added that although his term ended on Wednesday, he was not told whom to hand over to.

Wangusi said he only came to know of the new CEO after she was unveiled on Thursday morning to the media.

CA chairman Ngene Gituku on Thursday announced Mercy Wanjau as new Acting director-general in a press briefing that lasted less than three minutes.

Mercy Wanjau is a commercial lawyer, regulatory and governance expert working with the Communications Authority of Kenya as the director Legal Services and board secretary.

She has been involved in designing and harmonizing policy and regulation in ICT sector at the local, regional and international level for over 15 years.

Education Cabinet Secretary George Magoha has banned all non-academic events in schools during third term to curb examination malpractices.

He was speaking at the launch of CBC teacher training session in Machakos.

“I want to be crystal clear that nobody in both private and public institutions will be allowed to interfere with the candidates as they prepare for their examination… So there will be no events in schools, no fundraising, no prayers or any other activities,” Magoha said in Machakos on Wednesday.

Other adjustments will see primary and secondary schools close early to allow standard eight and form four candidates sit national examinations in November.

Magoha said November will exclusively be an examination month, with the rest of learners in primary and secondary schools closing on October 28.

“We know that these events have in past been used for other purposes and this is what we are trying to avoid,” Matiang’i said.

KCSE candidates sitting this year’s examination also sit as a fourth lot of students to take the examinations under new stringent rules to curb cheating.

He added that this will improve preparation for KCPE and KCSE. This year’s KCPE will start from November 1 to 3, while KCSE will run from November 7 to November 30.

Knec data shows that 1.78 million candidates were registered to sit the 2019 examinations, whose registration deadline was February 15.

Of these, 1,089,671 were KCPE candidates while 698,935 students registered for KCSE, from all the 10,304 centres.

The KCPE exams will take place between October 29 and 31.

Rehearsal will be done on October 28 while the 2019 KCSE examination will take place between October 21 and November 27.

President Uhuru Kenyatta has announced the end of the Kenya Certificate of Primary Education (KCPE) for pupils who will undergo the newly introduced Curriculum Based Curriculum (CBC).

was speaking during the third national Competency-Based Curriculum (CBC) conference held at the KICC.

“There would be no examinations in standard 6, which shall ensure that we now have 100 per cent transition from primary through to secondary school,” he declared.

The head of state also revealed that the task force formed by CS George Magoha had come up with recommendations stating that the lower secondary, which is grade 7,8 and 9 should now be domiciled in the secondary schools.

Kenya National Union of Teachers’ (KNUT) top leadership has demanded an urgent special meeting accusing its secretary general Wilson Sossion of complacency and insensitivity even as the union is faced with a serious financial crisis. .

They said they want to discuss issues affecting the union such as allowances and withdrawal of members.

In a letter to Sossion, eight NEC members threatened to convene a meeting if he fails to convene one within the next seven days.

They are Michael Muna, Bashir Odowa, Anne Njoroge, Emily Mito, Modesta Akaki, John Karanu, Javan Wachira and Warda Mohammed.

“We the undersigned being bona fide members of the union and NEC members, and acting in accordance with the law and the constitution of KNUT article VIII part (B) section 2&3, together with all the enabling provisions of the laws of Kenya, do hereby write to requisition an urgent and special NEC meeting within the next seven days to discuss the current state of the union,” the letter reads.

“Please be informed that in the absence of appropriate action on this request, we shall proceed to conduct our request as shall be deemed in accordance with the by-laws of the union and the labour laws of Kenya.”

The NEC members who were hosted by the Kiambu West Knut branch secretary Michael Muna in Limuru town on Monday said unless urgent measures are taken, members are likely to leave it in droves.

Muna said the Teachers Service Commission was all set to kill the giant union, adding that Sossion was not doing enough to salvage the situation.

COTU boss Francis Atwoli’s son Dr Lukoye Atwoli, a School of Medicine dean at Moi University has issued a resignation notice indicating he is no longer interested in occupying the office.

Dr Atwoli disclosed he resigned from the position effective immediately citing frustration by colleagues and the university’s management as the main reason why he decided to exit the office.

According to a local daily, Atwoli revealed the past 18 months has been hell on earth for him and that he could not take it anymore.

“I have found myself in impossible position which I no longer command the trust or respect of you, my colleagues, and that of the university management and presumably the council as well. The result is that I have to watch as our students waste away in despondency while I have nothing to tell them about their fate. For those I may have wronged over the past five years, I hope you can find it in your hearts to forgive me. I have not been wronged by any of you in your capacity as HoDs, I can declare that here.
